Hunan Launches Another Campaign to Tackle Pollution: Nearly 500 Paper Mills Shut Down for Rectification Following the shutdown and rectification of over 200 paper mills in the Dongting Lake area last year, another campaign to address pollution caused by paper mills across the province has been launched in Hunan; 496 paper mills have already been shut down so far. As 234 paper-making enterprises in the Dongting Lake area gradually ceased operations for rectification last year, the water quality of Dongting Lake improved from the worst fifth category to the third category, leading to a significant improvement in the ecological environment; in particular, finless porpoises, which had not been seen there for many years, began to reappear in the lake. To completely resolve the pollution problems faced by paper manufacturing enterprises, Hunan has launched another campaign to address pollution, with environmental enforcement measures targeting 596 paper mills in areas other than Hunan. The special campaign to address pollution in paper manufacturing enterprises, carried out in three phases, was launched last December. The first phase has already yielded significant results: a total of 496 paper manufacturing enterprises were shut down, including 10 chemical pulping enterprises, 433 waste paper papermaking enterprises, and 53 enterprises using traditional methods for pulping and papermaking. By March 31 this year, Hunan will order chemical pulp and paper manufacturing enterprises that have alkali recovery systems but whose pollutant emissions do not meet the required standards consistently, as well as waste paper papermaking enterprises that lack effective environmental protection facilities or whose pollutant emissions do not meet the required standards consistently and whose annual production capacity exceeds 10,000 tons, to suspend operations for rectification ; By the end of the year, all small-scale paper manufacturing enterprises that have not started expansion, technological upgrades, or pollution control measures will be ordered to shut down.
