I work in engineering design, and I am currently working on a project in which all the materials used fall under Category C or below; their fire hazard is relatively low. I would like to ask if it is necessary to conduct a safety pre-assessment. Are there any regulations regarding this? Thank you!
According to **Order No. 8 of the State Administration of Work Safety, ‘Implementation Measures for Safety Permits for Hazardous Chemicals Construction Projects’, Article 7: Before applying for a safety review for the establishment of a construction project, the project owner shall select a qualified safety assessment agency to conduct a safety assessment of that project. The following construction projects shall undergo safety assessments by Class A safety assessment agencies: (1) those approved (authorized, registered) by the State Council and its investment authorities ; (II) Those approved (authorized, registered) by the people’s ** of provinces, autonomous regions, and municipalities directly under the Central Government and their investment authorities ; (III) Those producing highly toxic chemicals ; (IV) Across provinces, autonomous regions, and municipalities directly under the Central Government ; (5) Where there are special requirements from the State Administration of Work Safety and the work safety supervision and management departments of the people’s governments of provinces, autonomous regions, and municipalities directly under the Central Government. Article 8 Safety assessment agencies shall conduct safety assessments of construction projects in accordance with relevant laws, regulations, rules, and standards regarding work safety, and shall be responsible for the safety assessment reports prepared for such projects. The safety assessment report for a construction project includes the following main contents: (1) Overview of the construction project ; (II) Physicochemical property parameters of raw materials, intermediate products, final products, or stored hazardous chemicals ; (III) Technical requirements for the packaging, storage, and transportation of hazardous chemicals ; (IV) Hazardous and harmful factors of construction projects and their degree of hazard and harm ; (5) Safety conditions for construction projects ; (VI) Major technologies, processes, methods, as well as devices, equipment, and facilities and their safety and reliability ; ( VII) Safety countermeasures and recommendations.
Hazardous chemicals, as referred to by the Safety Supervision Bureau, are those chemicals that are products, intermediates, or raw materials in the production process and are listed in the hazardous chemicals catalog. They are divided into eight categories. Any enterprise that uses, stores, or produces hazardous chemicals during its operations is considered a hazardous chemicals enterprise, and it must obtain safety permits in accordance with the requirements outlined in Document No. 8; one of these requirements is a safety pre-assessment.
