What should be done since posts about sharing materials are often made in the discussion forums?

When managing the forum, we noticed that many posts related to material sharing were made in the discussion areas. Perhaps the poster did not realize that there was a dedicated area for sharing materials, or maybe they wanted to draw more attention to their post. Moreover, many of those who made such posts were users with higher status on the forum; there are quite a few of them. How should we manage this situation? How to score? It’s quite a hassle, and it has also caused confusion in the categorization of posts. How can this be resolved?
It’s the same in our safety engineering area as well. So the moderator has to transfer it themselves, and then send a PM reminder!
My personal opinion is to make the move first, while notifying the poster. First warning, second warning (1–2 hours after the notification, it should be visible by then); deduct points as a warning, and for the third time it can be handled like an overprint report: lol
Notify the poster to delete the post first and then repost it.
For now, in this forum, the moderators still move posts daily; those that meet the requirements are given ratings. Going forward, it will be announced that posts posted indiscriminately will not receive ratings.
