Wastewater discharge issue

Enterprise wastewater is discharged into urban sewage pipelines and then sent to urban sewage treatment plants. What standards should environmental protection authorities use to monitor the quality of the wastewater discharged by these enterprises? Should such enterprises be subject to environmental penalties? May I ask, does that mean that if emissions are in line with these standards, the environmental protection authorities should not impose penalties?
Under the current environmental conditions, only by doing this might things be a bit better :)

It’s not common for local **standards to be stricter** than the standards. Although the situation regarding encounters on the 5th floor is frustrating, if strict standards are applied everywhere, the environmental protection situation across the country will also improve.
