Our company plans to reduce staff to improve efficiency, which requires significant adjustments in various refining workshops and units in order to cut down the number of employees; I wonder what the current staffing situation is like at the refineries and plants where your colleagues work, and what it is specifically in each case What do you think is a reasonable staffing level for various devices and workshops?
In our plant’s refining units, similar types of units are combined under one workshop for management. Apart from differences in processing capacity and production plans, these similar units are quite similar in other aspects, with basically the same staffing levels: the workshop management team consists of one director, two deputy directors, two technical staff members, one full-time safety officer, and one statistician. Atmospheric pressure workshop: one unit of 3 million and one unit of 1 million; there is 1 shift leader, 3 internal operators (for atmospheric pressure, reduced pressure, and furnace operation), and 4 external operators ; Catalysis workshop: one unit of 1.2 million FCC and one unit of 1 million DCC; each has one shift leader, one deputy shift leader, 4 operators for internal tasks (reaction, distillation, etc.), and 8 operators for external tasks ; Coking: 1 million; 1 shift leader, 4 operators for internal tasks, 6 for external tasks; plus a coking removal team of 10 people. Hehe, I work in catalytic design. Taking an output of 800,000 tons per year as an example, our typical design involves four shifts per day with three shifts running simultaneously. Each shift has a shift leader and an assistant, along with 4 operators for internal tasks and 4 operators for external tasks
In our unit, there is 1 shift leader and 1 deputy shift leader for the combined catalytic unit, gas separation system, MTBE production process, desulfurization system, and hydrodesulfurization system; there are 4 operators for internal operations and 6 for external operations. We work in 2 shifts per day, which means our workload is even heavier than yours!
Reducing staff and improving efficiency are two different concepts; reducing staff does not lead to improved efficiency. How can the two be put together? With the strong emphasis on building a harmonious society these days, is your factory still going to carry out layoffs? Someone has to be provided with food, so the only option is to reassign roles, which in turn limits the number of new employees that can be hired. To improve efficiency, it is still necessary to adopt new technologies and carry out technical upgrades and improvements in order to reduce production costs; these are the most effective ways to achieve efficiency gains. For a refinery, cutting out one steam tracing line is generally enough to support one worker, not to mention other projects with greater potential. I suggest you call your idiot boss and ask him to change that wording.

Taking the catalytic unit as an example, the staffing consists of one chief officer, two deputy chiefs, four technicians (two for each type of process equipment), one safety officer, one statistician (clerical staff), and 14 members per shift in the rotating shift teams (for units that are decades old, with dispersed peripheral equipment; no DCS system is in use, and the flue gas engines and backup main fans are not located together).

Except for the catalytic reaction which requires one main operator and three assistant operators, all other operations follow a one-main-operator-and-one-assistant-operator configuration. For our 800,000-ton catalytic unit, there is 1 shift leader, 3 main operators, and 5 assistant operators. A 2.5 million-ton atmospheric and vacuum distillation unit: one shift leader, one chief operator, and 4 assistant operators.
We are a newly established facility! With 7 sets of equipment, and a total of 270 people including management staff! It includes hydrogen production, hydrogen addition, and distillation processes
