Leakage occurs due to a faulty flange or because the end of the valve is not properly isolated. \"Valve stub not blanked\" means that no blind flange is installed at the valve end.
I guess it means something like internal leakage in the valve; that’s how I understand it in simple terms. I’m not sure if that’s correct
