Will pressure vessel quality assurance engineers no longer be required to hold a certificate in the future?

The revised draft of the new regulations has removed the provision in Article 60 of the old regulations that "pressure vessel quality assurance engineers should be trained and assessed before holding a certificate." Does this mean that pressure vessel quality assurance engineers will no longer be required to hold a certificate in the future?
Is this really the case? Is the message accurate?
“Pressure vessel quality assurance engineers should be trained and assessed before working with a certificate." I would like to ask who will conduct the training and assessment and who will issue the certificate? Because we have a pressure vessel manufacturing license, but because we have done little work, some issues have not been clarified. Our quality assurance engineers are just appointed and do not have certificates. Is it okay for the unit to train and issue the certificate by itself?
