Otherwise, they will be cracked down in accordance with the law. 　　The notice said that during the current peak period of coal and electricity demand, all localities should further strengthen electricity demand-side management and formulate and implement orderly electricity consumption plans to meet the peak winter. 　　Areas with tight power supply must follow the principle of limited power supply, rationally guide peak avoidance and peak shifting, focus on compressing the power demand of industries with high energy consumption, high emissions, overcapacity and backward production capacity, and give priority to ensuring the power demand of residents, hospitals, schools, financial institutions, transportation hubs, agricultural production, advantageous industries and other units involving public interests and major safety, to ensure the smooth operation of the economy and society. 　　The notice pointed out that coal-producing provinces (autonomous regions and municipalities) should urge coal enterprises to conduct production and operations in accordance with the law, standardize market behavior, and effectively fulfill social responsibilities. The Contract Law must be strictly implemented to ensure supply in accordance with the quantity, quality, price and time determined in the contract. 　　The notice requires coal-producing provinces (autonomous regions and municipalities) to strengthen the national one-game mentality, overcome local protectionism, and place equal importance on ensuring supply within and outside the province. At present, we must focus on ensuring the supply of thermal coal outside the province. We must not divide the market, restrict coal from leaving the province, or illegally impose various fees in addition to the coal price.
