How to define a fatigue vessel

Where is the method for classifying fatigue containers, and how is it done? I seem to have seen it before, but I can’t remember. I’m asking everyone for help!
According to clause 3.10.2.1 of JB4732-95, if the working pressure varies by more than 20% of the design pressure for over 1,000 times, it must be designed as a fatigue-resistant vessel. The pressure is released every 10 minutes or so, resulting in thousands of such releases in less than a week.
