What type of container is this device?

I just received a container designed by another company: the design pressure is 1.2 MPa, the medium handled is flammable and explosive, the volume is 24 cubic meters, there is one inlet and one outlet pipe, and water is present at the bottom. The principle behind this design is that the exhaust pipe is inserted into the water to serve as a flame arrestor; it falls under category 1. Is this device a separation container or a storage container? If it is a storage container, it should be classified as category 2
It is clearly a separation container such as a water separator, or it serves to prevent negative pressure from occurring, which could draw in sparks and other substances and cause a fire, thus providing protection
