Gas pipeline network throughput problem

What is the relationship between the designed flow rate in the gas transmission network and the actual flow rate during transportation? :) Must the actual pipeline flow rate be less than the designed flow rate? Is there a connection between the limiting operating condition of a gas in a pipeline and its design condition?
The flow rate of a gas pipeline is related to the temperatures and pressures at its inlet and outlet points, right? If the pressures at the starting and ending stations remain constant, as well as the specifications of the pipeline, then the pipeline’s flow rate should also remain constant. That’s what I think; I’m hoping experts can provide some guidance.
