Industrial clusters bring together enterprises that produce products at the upstream, midstream, and downstream stages of the industrial chain. By means such as waste exchange and cleaner production, the by-products or waste generated by one enterprise can be used as inputs or raw materials for another enterprise, thereby creating an industrial ecosystem similar to the food chain in natural ecosystems and achieving the goals of a circular economy. Previously, Tianyuan Group Company used traditional manufacturing methods; with 200,000 tons of chlorine produced by its 250,000-ton caustic soda plant, along with 150,000 tons of ethylene, it was possible to produce approximately 300,000 tons of polyvinyl chloride ； In the chemical industrial zone, the chlorine produced by Tenryu Corporation’s caustic soda plant is supplied to the MDI/TDI plants of BASF and Huntsman Corporation, enabling the production of nearly 290,000 tons of MDI/TDI. Meanwhile, the by-product hydrogen chloride from MDI/TDI is recovered and, when combined with ethylene through an oxychlorination reaction, can be used to produce 300,000 tons of polyvinyl chloride. In other words, 200,000 tons of chlorine not only produced nearly 290,000 tons of MDI/TDI, but also 300,000 tons of polyvinyl chloride, which is equivalent to one unit of chlorine doing the work of two. For both companies, not only was the utilization rate of resources improved, but the cost of products also decreased significantly.
