How to convert PDF format to CAD format

There are many drawings in PDF format that need to be converted to CAD format. Could the experts please help by telling me how to do this? Thank you!
If the image in your PDF format is a vector graphic, it can be converted; I’ve tried it. There are software programs that can convert PDF to CAD, but this conversion is not possible if the file is not a vector graphic
I do have a tool for converting PDF to CAD, but it doesn’t seem to work well; after the conversion, nothing is generated
