Generally, air is pumped out for replacement; to prevent corrosion in the pipes as much as possible, maintaining pressure with dry gas can also be considered.
Most use vacuum evacuation for displacement, followed by absorption in an alkaline neutralization tower.
The system has an air release port; by opening it at the right time and pumping out air to replace it, that will do.
Systems with low requirements can be operated using compressed air. Since compressed air contains a small amount of moisture, nitrogen or instrument air is generally used as the displacement medium.
The displacement of chlorine is primarily aimed at addressing environmental concerns. As for the safety issues related to chlorine, the presence of hydrogen in it is a concern; in such cases, diluting it with air is sufficient.

Dry air will do; nitrogen is even better. :)
Air used for purging the chlorine system is fully sufficient to meet the requirements. Air is drawn in from the cell outlet; following the production process, the wet air is also dried into dry air, and it does not cause corrosion to the dry chlorine system either. Using compressed air or nitrogen places a heavy strain on the utility systems; a calculation will show that the amount required is enormous, so it’s unnecessary. Of course, for simply purging a dry chlorine system, only dry compressed air or nitrogen can be used.
