Interim Measures for Safety Production Management of China National Petroleum Corporation, Petrochemical Document No. [2000] 140. Chapter 1 General Provisions. Article 1 These measures are formulated in order to strengthen safety production management, and to ensure the personal safety of employees during production operations as well as the protection of corporate property, in accordance with **relevant laws and regulations on safety production and the Articles of Association of China National Petroleum Corporation. Article 2: The work related to safety production as referred to in these measures includes three aspects: production safety, fire safety, and traffic safety. Article 3: Safety production work shall adhere to the principle of \"safety first, prevention foremost\". In accordance with the principle of \"whoever is in charge is responsible\", mechanisms for incentivizing and restraining safe production practices shall be established and continuously improved, so as to fully implement the safety production responsibility system. Article 4 These provisions apply to all companies and institutes affiliated with the joint-stock company. Chapter 2 Organizational Structure Article 5 The Quality, Safety, and Environmental Protection Department of the joint-stock company is the department responsible for overseeing safety production matters within the company. The Quality, Safety, and Environmental Protection Departments of professional companies and regional companies, as well as the Safety (Safety and Environmental Protection) Sections of the factories (companies, mines) under regional companies, are responsible for the comprehensive management and supervision of safety production within their respective units. Article 6: The safety departments of professional companies and regional companies shall be under the supervision of the company’s top administrative officer or a deputy authorized by him; the safety departments of factories (companies, mines) affiliated to regional companies and those at lower levels shall be under the supervision of the top administrative officer. Article 7: Full-time safety personnel in security departments at all levels should possess extensive experience in production and knowledge of safety, a high level of dedication and sense of responsibility, an upright attitude and the courage to uphold principles. They should have an educational background at the junior college level or above, or hold a professional technical title at the junior level or above, as well as be in good health. Article 8: Grassroots units (workshops, teams) that have critical equipment and vital production areas shall be equipped with safety engineers. Article 9: Full-time safety personnel must undergo job-related training and obtain a qualification certificate before they can take up their positions. The dedicated safety personnel should remain relatively stable. Article 10 Professional companies, regional companies, and the factories (companies, mines) affiliated with regional companies shall establish a Safety Production Committee or a Health, Safety, and Environment Committee (hereinafter referred to as the Safety Committee). The head of the Safety Committee should be the top administrative official of the organization, while its members shall consist of the relevant supervisors and the heads of various departments responsible for safety matters. The Safety Committee is responsible for formulating the annual work plan for safety production, setting assessment targets and reward/punishment mechanisms within the organization. It holds meetings on a regular basis (once every six months at the company level, and once every quarter at the factory level) to hear reports from various departments and units regarding the implementation of relevant safety production policies, regulations, resolutions, instructions, as well as the status of safety production efforts. These meetings are used to discuss and decide on major issues related to safety production and the measures that need to be taken. Article 11: Each level of the Safety Committee shall have an office, which is located within the department responsible for safety matters in that unit, and is tasked with handling the daily affairs of the Safety Committee. Chapter 3: Safety Production Responsibility System Article 12: While organizing production and operations, leaders at all levels shall earnestly implement relevant national regulations, local safety production laws and standards, as well as the safety production rules and regulations of the joint-stock company. They shall also plan for, arrange, inspect, summarize, and evaluate safety production work alongside planning for, arranging, inspecting, summarizing, and evaluating other aspects of work. Its main responsibilities regarding work safety are as follows: 1. Administrative heads – Administrative leaders at all levels are fully responsible for the work safety efforts within their respective units and serve as the primary persons accountable for work safety. 2. Achieve the safety production targets and the relevant indicators set for safety production in the performance assessment of this unit. 3. Review and approve the unit’s safety production rules and standards. 4. Regularly preside over safety committee meetings to promptly study and resolve major issues in work safety. 5. Regularly report on safety production conditions to higher authorities or inform employees within the organization, carefully consider their opinions and suggestions, and accept supervision. II. Deputy Administrative Officers 1. In accordance with the principle of \"whoever is in charge is responsible\" for work safety, they bear leadership responsibility for the work safety management of the departments and units under their oversight. 2. While planning, arranging, inspecting, summarizing, and evaluating production work, plan, arrange, inspect, summarize, and evaluate safety work as well, and implement relevant rules and standards for safe production. 3. Coordinate and resolve promptly the major safety issues existing in the units under one’s responsibility. III. Technical supervisors at all levels 1. Bear leadership responsibility for the safety and technical work of their respective units. 2. Organize research to address major technical issues in work safety, prepare, review, and establish safety standards and safety operating procedures, and approve safety technical measures. 3. Organize the implementation of the safety \"three simultaneities\" principle for new construction, renovation, expansion, and other engineering projects. 4. Focus on work in safety technology, carry out research and development in this field, and promote the application of new safety technologies, achievements, and products. Article 13: Frontline employees shall consciously abide by the rules and regulations regarding safe production, avoid working in violation of these rules, and be able to stop others from engaging in such violations. They should also take proactive measures to prevent accidents. Their safety responsibilities are as follows: 1. Team leaders: 1. Abide by all rules, regulations, and work discipline; strictly follow all operating procedures; uphold principles; supervise the employees in their team to comply with these rules and regulations and work discipline; prevent violations in work; and be responsible for ensuring safe production within their team. 2. Organize team safety activities and provide proper job safety training for new employees, existing employees, and trainees. 3. Supervise and inspect the employees in one’s own team to use safety protective equipment correctly, and ensure proper management as well as daily maintenance of safety protection devices and facilities. 4. Keep track of the safety production situation in each position; any potential hazards must be eliminated promptly. If elimination is not possible immediately, preventive measures should be taken and the matter reported to superiors without delay. 5. In the event of an accident, measures should be taken promptly to prevent the situation from worsening. Efforts should be made to carry out rescue operations, preserve the scene, and report the incident to higher authorities immediately. II. Position Employees 1. Be aware of the hazard factors associated with their position and the preventive measures to take. 2. Strictly implement safety production regulations and job operation procedures, and abide by labor discipline. 3. Personal protective equipment must be worn as required when starting work ; Properly maintain and service the safety protection devices and facilities at the work site to ensure they remain in good condition, complete, sensitive, and effective. 4. Master the safety operation skills and troubleshooting methods specific to the position, conduct regular inspections as required, identify and eliminate potential accident hazards in a timely manner; if such hazards cannot be resolved on one’s own, they must be reported promptly and truthfully to superiors. 5. Has the authority to stop and correct others’ unsafe behaviors, to refuse to carry out orders that involve illegal operations, and to report upwards bypassing lower levels. 6. Actively participate in various safety activities; cooperate with one another during production to ensure safe operations. Article 14: Departments at all levels responsible for safety, personnel and education, planning, finance, production, technology, logistics, material supply, infrastructure, etc., shall, within the scope of their respective responsibilities, implement the relevant regulations and standards on work safety issued by the state, local authorities, and the joint-stock company. Chapter 4 Safety Production Management Article 15 All employees must receive safety education and training. Establish safety education and training records for employees in frontline positions, and implement a system requiring these employees to receive training before taking up their duties. Employee safety education and training is organized by the education and training departments at all levels, and such training should be included in the organization’s overall education and training plan. Article 16 **For construction projects for which a pre-assessment of occupational safety and health is required, such a pre-assessment must be carried out, and it is necessary to engage an assessment agency qualified to conduct pre-safety assessments to perform the evaluation. Article 17: The labor safety and health facilities for new construction, renovation, and expansion projects must be designed, constructed, and put into use simultaneously with the main project. Article 18: For operations with a high degree of risk, a safety emergency plan shall be prepared prior to the operation, and submitted to the higher-level safety department for record-keeping. During the operation, the safety emergency plan should be modified and supplemented in a timely manner as circumstances change. Article 19: A work permit system shall be implemented for tasks with high risks, such as industrial hot work, earthwork within the plant premises, work in confined spaces, work at heights, and temporary industrial power usage. Article 20: A safety qualification review system prior to bidding shall be implemented for contractors carrying out high-risk operations such as geophysical exploration, drilling, maintenance of refining and chemical processing facilities, installation of oil and gas pipelines, and maintenance of fire protection systems. Article 21: An access control system shall be implemented for special equipment such as boilers, pressure vessels, and lifting machinery, as well as for warning and protective equipment such as fire-fighting equipment, flammable gas detectors, toxic gas detectors, and respirators. Article 22: All units shall provide employees with the necessary personal protective equipment, as well as items and appliances for heat prevention and cooling, in accordance with the relevant regulations and standards of ** and the joint-stock company. For those engaged in work involving toxic and harmful substances, appropriate protective equipment should be provided in accordance with specific regulations and requirements, and health benefits shall be granted to them. Article 23: Each unit shall prepare a \"Safety Technical Measures Plan\" every year. The funds required for these safety technical measures shall be included in the unit’s budget at the same time as the production and financial budgets are prepared. Article 24 Fire safety work shall be incorporated into the overall plan for work safety. Fire safety work adheres to the principle of \"prevention first, combined prevention and suppression,\" and integrates fire safety responsibilities into the overall safety production responsibilities. Article 25: Traffic safety work shall be incorporated into the overall plan for work safety. Traffic safety management should be strengthened, and oversight of fleets and drivers should be enhanced to ensure traffic safety. Article 26: Offshore oil operations in shallow waters shall, in accordance with **relevant regulations, implement an operation approval and operation permit system. Article 27: In the event of an accident, reports must be made in a timely manner in accordance with regulations, and accurate statistics must be compiled; it is prohibited to submit false reports, conceal information, refuse to report, or delay reporting, as well as to fabricate or alter statistical data. At the same time, it is necessary to carry out proper accident investigation and handling. Accidents involving contractors should also be counted and reported in accordance with relevant regulations. Chapter 5 Supervision of Safe Production Article 28 Safety supervision and inspection are important measures for ensuring safe production; it is necessary to establish and adhere to systems for safety supervision and inspection as well as systems for punishing violations. Article 29 Security departments at all levels shall supervise the work safety conditions of the units under their jurisdiction. The supervision scope includes: 1. Safety conditions at production and construction sites ; 2. Compliance of employees with safety production rules and standards ; 3. Implementation status of the \"three simultaneities\" principle for safety in new construction, renovation, and expansion projects ; 4. Procurement, installation, inspection, maintenance, and use of special equipment such as boilers, pressure vessels, and lifting machinery ; 5. Employees’ safety training and education status (including training for personnel engaged in special operations) ; 6. Formulation and implementation of safety technical measures (including rectification of potential accident hazards) plans ; 7. Compliance with safety production provisions in the contractor’s contract ; 8. Procurement and distribution of personal protective equipment ; 9. Procurement and allocation of fire-fighting equipment and apparatus ; 10. Investigation and handling of the accident ; 11. Other necessary supervision and inspection items. Article 30: When carrying out supervision, safety inspectors shall have the following powers: 1. Require the units under supervision to submit reports on safety conditions and answer questions related to safety ; 2. Require the entity under inspection to provide relevant materials, documents, charts, and certificates ; 3. If necessary, it is possible to recommend that the entity under inspection conduct safety inspections on its operational facilities and related equipment. 4. In the event of an emergency that endangers the safety of employees, the entity under inspection is required to cease operations and eliminate the hazard. Article 31: The entities under supervision shall provide assistance and convenience to the safety supervisors. Article 32: All employees have the right to report any violations of safety production regulations and standards, as well as any acts of falsifying, concealing, or delaying the reporting of accidents. Chapter 6 Rewards and Punishments for Safe Production Article 33 A joint-stock company shall select advanced units in safe production every two years. The Quality, Safety, and Environmental Protection Department of the joint-stock company conducts annual evaluations to identify units that excel in safety production; such units are awarded the title of Advanced Unit in Safety Production by the joint-stock company and receive corresponding rewards. Article 34: Regional companies shall implement a safety production reward and punishment system for their affiliated units. Article 35: Funds for safety production awards at all levels shall be allocated from the annual total wage bill. Chapter 7 Supplementary Provisions Article 36 Regional companies shall formulate implementation rules based on actual circumstances. Article 37 These provisions shall be interpreted by the Quality, Safety, and Environmental Protection Department of the joint-stock company.
