Start-up failure of electrostatic precipitator

It was fine to shut down the boiler the day before in our boiler room’s dust collector, but it tripped as soon as we started it up today. The specific issue is that it trips when the primary current reaches 1A, while the secondary current is only a few milliamps; it doesn’t trip when the primary current is 0. What do you all think might be the problem?
Has the primary system insulation been checked? Are there any fluctuations in the primary voltage?
An insulation check was done once, and there were no issues; no voltage should be present, as the other two can operate
