The Detailed Rules for Safety Assessment of Hazardous Chemicals Construction Projects (Trial) have been in effect for one and a half months now, and I would like to ask those who have used them to share their experiences.
It has been over a month since the new regulations were introduced, and I have also used them to write reports. I always feel that the new regulations are good in theory, but they are quite difficult to implement in practice; this is similar to the previous guidelines for evaluating the safety status of hazardous chemical manufacturing enterprises (the content is the same as well). Because to determine the risk level of a project, there needs to be something quantitative, but at present there is very little available for such quantification; moreover, quantification requires corresponding theoretical support. At present, we can only use some qualitative methods to assess the compliance of projects with laws and regulations. Therefore, it is hoped that research institutions focused on safety will produce relevant findings as soon as possible, so as to provide theoretical support for safety assessment.
