0.88 – that is indeed low. What is the calorific value of your coal? If calculated using the conversion factor method, this figure cannot even be achieved in China; I know that the best value is around 1.2, and with the additional factor of energy consumption, a value of 1.35–1.4 is already considered very good. But your power consumption for coal is a bit high.
