Expanding hydroelectric and nuclear power, improving the efficiency of coal mining, making breakthroughs in coal chemical technology, and developing offshore oil extraction – these are some of the most popular energy development methods in China at present, and they all require significant technical equipment support. **The \"Special Plan for the Development of Key Technical Equipment and Major Industrial Technologies during the 11th Five-Year Plan Period\" issued by the National Development and Reform Commission yesterday provided support for the development of such key technical equipment. It is evident that, closely linked to energy macro-control policies, during the 11th Five-Year Plan period, technological efforts were directed toward the development of new energy sources and the independent production of high-value-added materials. The plan states that, relying on **key projects, 8 major technical installations will be developed focusing on fields such as energy, materials, and machinery manufacturing. These 8 major research and development projects for technical equipment include: large-capacity, high-head hydroelectric generators; key equipment for 1-million-kilowatt nuclear power plants; complete sets of equipment for large-scale oil and gas transmission pipelines; complete sets of equipment for comprehensive mining, excavation, and processing in large coal mines; complete sets of equipment for producing millions of tons of ethylene per year; complete sets of equipment for large-scale coal chemical industries; key equipment for producing large-width thin sheets and thick steel plates; as well as new types of shipbuilding and offshore oil engineering equipment. Meanwhile, the National Development and Reform Commission also announced 4 special projects for the development of major industrial technologies. It can be seen from these four specific areas that there is a clear intention to shift the economic growth model, and new energy-saving and environmental protection technologies have broad prospects for development in the industry. The plan states that during the 11th Five-Year Plan period, efforts will be focused on four key industrial technologies in areas such as energy, environment, and resources. These include key technologies for energy conservation and new energy; support is provided for areas such as building energy efficiency, wind energy utilization, key technologies and equipment for large-scale offshore wind power, as well as the development of key technologies for geothermal and solar energy. The second category consists of key technologies for environmental protection; those that require focused development include industrial wastewater treatment, desulfurization in coal-fired power plants, technologies for controlling sulfur dioxide emissions, and urban waste treatment technologies. The third item is key technologies for efficient resource development and comprehensive utilization. Fourth are the key technologies for petroleum refining and modern chemical industry. The National Development and Reform Commission points out that at present, there are very few technologies and products in China that possess independent intellectual property rights; the ability to digest, absorb, and redevelop imported technologies is weak, no capacity for independent development has been established, and the phenomenon of repeated imports persists. The National Development and Reform Commission also admitted that during the 10th Five-Year Plan period, **policies to encourage independent innovation were insufficient; apart from high-tech, high-value-added equipment which had to be imported, a large amount of foreign technology and equipment was still purchased, which significantly hindered the momentum for independent innovation.
