How is the flow rate of liquid ammonia measured, and what is the accuracy?
Could you provide more detailed information on the actual operating conditions upstairs? Liquid ammonia generally exists in a gas-liquid two-phase flow; it is easier to handle when it is in a single-phase flow, as the accuracy may decrease in the case of a two-phase flow.
Now I want to install a flow meter at the outlet of the liquid ammonia storage tank to measure the amount of liquid ammonia used

Using an electromagnetic flowmeter is a good option; at certain pressures, liquid ammonia does not vaporize, so there is no two-phase flow
Under normal circumstances, liquid ammonia has a very low conductivity, which is why it is not used in most electromagnetic flowmeters; only the electromagnetic flowmeters manufactured by a few large companies are capable of measuring media with extremely low conductivity. Overall, it is not recommended.
