Has the magazine \"Da Dian fat \" ceased publication?

Originally, the magazine \"Da Dianfei\" was managed by the Qilu Petrochemical Technology Research Institute, and it was run quite well. For some reason, Sinopec coordinated it to the Ningbo Institute, and there has been no news of it since then.
Qilu has moved, and the magazine office has been relocated; currently it has offices in Zibo and Ningbo, with its main operations based in Ningbo.
Does anyone know the current editor-in-chief and editorial board members?
Anyway, I submitted the submission using the previous contact information, but no one responded; the current contact information isn’t available online, nor on the Ningbo Institute’s website.

I was thinking about submitting to “Great Nitrogen Fertilizer” recently; wow, has it been acquired? It is still \"Zhong Nitrogen Fertilizer\" and \"Fertilizer Design\" that are quite popular, but the publication process is slow – it takes half a year. Could anyone recommend journals where papers can be published more quickly? The requirements are free publication and payment for the manuscript
