Procedure for handling power outages: The shift supervisor should report to the departmental control room, explaining that the supply of materials to various users has been halted due to the power outage. At the same time, they should direct efforts to flush the heavy oil system, hydrogenation tail oil system, PX system, etc., in order to prevent material condensation. The emergency shut-off valve should be switched to manual mode one hour in advance to prevent it from closing automatically in the event of a power loss, and it should be switched back to automatic mode within one hour after power is restored. The control room should immediately switch the emergency switch of the pneumatic valve to the manual control mode. After power is restored, and under the supervision of the shift supervisor, the switch should be returned to the pneumatic position, in order to prevent the pneumatic valve from getting out of control. As a result of the power outage, the on-site control valves may drop or open on their own; therefore, a bypass should be activated for the air-operated control valves to prevent the pumps from suffering damage due to pressure buildup. Once power is restored, the control valves will return to their normal state. At the same time, operators should strengthen inspections. During loading at the filling station, the measuring instruments should be turned off.

Once the operators on duty become aware of a complete power outage, the shift leader shall first initiate the reporting procedure. After the outage occurs, the operators on duty should first address the areas affected by the outage and report to the dispatch center (during this process, the phone lines for communication with the dispatch center may also fail; therefore, the operators need to consider other means of communication). 3. Depending on the extent of the outage and its impact, the appropriate emergency plans for dealing with power outages at various levels shall be activated. 4. After gaining a comprehensive understanding of the power outage situation, the on-duty shift leader should take action in accordance with the prepared plan as quickly as possible, based on the actual conditions.
