Cleaner production is the summary and sublimation of mankind’s long-term experience in developing industrial production and preventing and controlling increasingly serious industrial pollution. The so-called cleaner production refers to the continuous application of pollution prevention and control strategies to the entire production process. By continuously improving management and promoting technological progress, it improves resource utilization and reduces pollutant emissions to reduce harm to the environment and humans. It includes three aspects: clean energy, raw materials, clean production processes and clean products. The main ways of cleaner production are: Improve product design ； Implement raw material substitution ； Improve production processes and technologies ； Update and renovate equipment ； Implement resource recycling and comprehensive utilization ； Improve operation management, etc., in order to achieve the unification of economic benefits, environmental benefits and social benefits. Cleaner production seeks to achieve two goals: First, rational use of natural resources and slowing down the depletion of resources through comprehensive utilization of resources, substitution of scarce resources, utilization of secondary resources, and saving energy, water and materials ； Second, by reducing the existence and emission of waste materials and pollutants, promoting the compatibility of the production and consumption processes of industrial products with the environment, and reducing the risks of the entire industrial activity to humans and the environment, so as to ensure the sustainable development of the national economy. Therefore, actively promoting cleaner production is to actively promote the transformation of the economic growth mode of enterprises, so that enterprise pollution can be transformed from traditional end-of-pipe treatment to comprehensive utilization of resources and energy conservation, thereby establishing a modern industrial production model, as well as a complete clean production management system and operating mechanism, and achieving the simultaneous development of the economy, resources and environment.

Strengthen coordination between departments and clarify their respective responsibilities in promoting cleaner production; combine it with the total emission control of major pollutants. Through the promotion of cleaner production, we help enterprises optimize their environmental protection investment, achieve emission standards and total quantity control index requirements, and improve their competitiveness; combined with the reform and improvement of the current environmental management system. Current environmental management systems such as environmental impact assessment, "three simultaneities" (i.e., pollution control facilities and projects are designed, constructed, and put into use at the same time), sewage charges, and sewage licenses are basically designed to deal with pollution after it occurs. Policies and systems that promote cleaner production and full-process control are formulated and established based on the gradual improvement and improvement of the current environmental management system. From terminal treatment to process control, management methods and methods, personnel structure and quality need to be adjusted accordingly. An industrial pollution prevention and control management system that meets the requirements of the "Ninth Five-Year Plan" environmental protection goals should be gradually established; combined with the implementation of the ISO-14000 series of standards. Establishing an enterprise environmental management system based on cleaner production audits is the core content of the ISO-14000 series of standards of the International Organization for Standardization, and is also an important measure to achieve the strategic goals of cleaner production. The implementation of the ISO-14000 series of standards provides organizational and management guarantees for enterprises to continue to carry out cleaner production. International cooperation in cleaner production: In recent years, China has carried out extensive cooperation with the international community in the field of cleaner production. For example, the specific content of the China-Canada Cleaner Production Cooperation Project was formed on the basis of the cleaner production carried out by various regions and relevant departments since the Second National Industrial Pollution Prevention and Control Work Conference in 1993, in order to further promote the development of cleaner production nationwide.
