Cleaner production is the summary and sublimation of mankind’s long-term experience in developing industrial production and preventing and controlling increasingly serious industrial pollution. The so-called cleaner production refers to the continuous application of pollution prevention and control strategies to the entire production process. By continuously improving management and promoting technological progress, it improves resource utilization and reduces pollutant emissions to reduce harm to the environment and humans. It includes three aspects: clean energy, raw materials, clean production processes and clean products. The main ways of cleaner production are: Improve product design ; Implement raw material substitution ; Improve production processes and technologies ; Update and renovate equipment ; Implement resource recycling and comprehensive utilization ; Improve operation management, etc., in order to achieve the unification of economic benefits, environmental benefits and social benefits. Cleaner production seeks to achieve two goals: First, rational use of natural resources and slowing down the depletion of resources through comprehensive utilization of resources, substitution of scarce resources, utilization of secondary resources, and saving energy, water and materials ; Second, by reducing the existence and emission of waste materials and pollutants, promoting the compatibility of the production and consumption processes of industrial products with the environment, and reducing the risks of the entire industrial activity to humans and the environment, so as to ensure the sustainable development of the national economy. Therefore, actively promoting cleaner production is to actively promote the transformation of the economic growth mode of enterprises, so that enterprise pollution can be transformed from traditional end-of-pipe treatment to comprehensive utilization of resources and energy conservation, thereby establishing a modern industrial production model, as well as a complete clean production management system and operating mechanism, and achieving the simultaneous development of the economy, resources and environment.
The implementation of cleaner production in my country: 1993* * State Environmental Protection Administration and * * The Economic and Trade Commission jointly held the second national industrial pollution prevention and control work conference, which clearly proposed that industrial pollution prevention and control must transform from simple end-of-line treatment to full-process control of production and implement the requirements of cleaner production. ; In 1996, the State Council's "Decision on Several Issues Concerning Environmental Protection" once again made it clear: For new construction, reconstruction, and expansion projects, the technical starting point should be high, and clean production processes with low energy and material consumption and low pollutant emissions should be adopted as much as possible. In the past ten years or so, great progress has been made in the implementation of cleaner production nationwide in terms of enterprise pilots, demonstrations, promotion, publicity, education, training and institutional building, international cooperation, and policy research and formulation. In our country, several combinations and combinations must be achieved to increase and promote cleaner production.: Cooperate with the comprehensive economic department and rely on industry authorities. Strengthen coordination between departments and clarify their respective responsibilities in promoting cleaner production; combine it with the total emission control of major pollutants. Through the promotion of cleaner production, we help enterprises optimize their environmental protection investment, achieve emission standards and total quantity control index requirements, and improve their competitiveness; combined with the reform and improvement of the current environmental management system. Current environmental management systems such as environmental impact assessment, "three simultaneities" (i.e., pollution control facilities and projects are designed, constructed, and put into use at the same time), sewage charges, and sewage licenses are basically designed to deal with pollution after it occurs. Policies and systems that promote cleaner production and full-process control are formulated and established based on the gradual improvement and improvement of the current environmental management system. From terminal treatment to process control, management methods and methods, personnel structure and quality need to be adjusted accordingly. An industrial pollution prevention and control management system that meets the requirements of the "Ninth Five-Year Plan" environmental protection goals should be gradually established; combined with the implementation of the ISO-14000 series of standards. Establishing an enterprise environmental management system based on cleaner production audits is the core content of the ISO-14000 series of standards of the International Organization for Standardization, and is also an important measure to achieve the strategic goals of cleaner production. The implementation of the ISO-14000 series of standards provides organizational and management guarantees for enterprises to continue to carry out cleaner production. International cooperation in cleaner production: In recent years, China has carried out extensive cooperation with the international community in the field of cleaner production. For example, the specific content of the China-Canada Cleaner Production Cooperation Project was formed on the basis of the cleaner production carried out by various regions and relevant departments since the Second National Industrial Pollution Prevention and Control Work Conference in 1993, in order to further promote the development of cleaner production nationwide. This project involves * * , industrial sectors and enterprises, and focusing on the two industrial sectors of light industry and chemical industry with relatively large emissions, four industries (fertilizer, papermaking, chlor-alkali and brewing) were selected for cleaner production pilots. The selected pilot enterprises are mainly located in the Huaihe River Basin, where pollution is relatively serious. The work content of this project mainly includes the following aspects:: Research on Cleaner Production Policies and Regulations (WBS100) Implementation of Cleaner and Civilized Production in Key Industries (WBS200) Cleaner Production Training and Publicity (WBS300) Establishment of Cleaner Production Technology Information System (WBS400) WBS100 (Research on Cleaner Production Policies and Regulations) Investigate the existing domestic regulations and policies related to cleaner production in the environment, industry, finance and other aspects, and collect, classify and summarize them. Listen extensively to all levels * * , departments and enterprises’ opinions and suggestions. Collect developed at the same time * * For example, the cleaner production implementation policies and regulations that have been formulated by Canada, the United States, etc. have been carefully and carefully analyzed and drawn from developed countries. * * Based on our advanced experience and combined with my country's specific national conditions, we propose policies and regulations that can promote the implementation of cleaner production in China. WBS200 (Preparing Cleaner Production Guidelines for Key Industries and Conducting Cleaner Production Demonstration Projects) collects existing domestic and foreign cleaner production audit manuals and industry cleaner production guidelines, and compiles cleaner production guidelines for pilot industries. Understand the current status of production management and environmental management of demonstration enterprises, conduct cleaner production audits, propose cleaner production implementation plans, gradually implement cleaner production measures and plans, summarize the experience of demonstration enterprises in promoting cleaner production and promote it throughout the industry. Cleaner production demonstration enterprise information WBS300 (cleaner production training and publicity) organizes various types of cleaner production training at home and abroad, and the training targets are at all levels * * and industrial sectors * members, heads of industry organizations and enterprises, and professional and technical personnel. Improve the awareness of cleaner production among personnel at all levels. WBS400 (Establishment of Industrial Cleaner Production Technology Information System) is implemented through the China-Canada Cleaner Production Cooperation Project and is * * Economic and Trade Commission, now the * * Under the arrangement of the Ministry of Commerce, established * * The Cleaner Production Technology Information System has established a Chinese/English webpage of Cleaner Production. In addition to systematically introducing the China-Canada Cleaner Production Cooperation Project and its work progress, it also includes China's Cleaner Production activities, Cleaner Production technology, Cleaner Production policies, Cleaner Production training, and the latest trends in international and domestic Cleaner Production. It disseminates Cleaner Production information and technology, and provides technical and information support for enterprises to carry out Cleaner Production. In fact, the project includes a total of six documents, namely WBS 100 - Policies and Regulations WBS 200 - Implementation Plan WBS 300 - Training and Publicity WBS 370 - Gender Equality WBS 400 - Information System WBS 800 - Project Management The China-Canada Cleaner Production Cooperation Project is a binational project between China and Canada. * * One of the three cooperation projects (wetland protection, building energy efficiency, cleaner production) signed on the priority projects of China’s Agenda 21, it is different from the World Bank or ADB projects in that it is a bilateral * * Collaborative projects. In 1994, my country's Ministry of Foreign Economic and Trade Cooperation (MOFETC) and Canada's Ministry of Foreign Affairs and International Trade jointly approved the "China * * Development Policy Framework”. In 1996, the Canadian International Development Agency (CIDA) and the Chinese Ministry of Foreign Economic and Trade Cooperation signed the China-Canada Cleaner Production Cooperation Project Framework. Afterwards, China and Canada had a serious discussion on the project's purpose, organizational structure, work classification framework, expected results and implementation steps, and reached an agreement on the "Project Management Plan." After discussions between China and Canada, it was decided to launch the bidding process for the China-Canada Cleaner Production Cooperation Project in Canada with the Canadian project execution agency. In September 1996, an executive agency composed of Price Water House Coopers (formerly Coopers & Lybrand) consulting company, SNC-Lavalin Environmental Engineering Company and ESSA Technology Company won the bid. The Chinese executive agency is * * Economic and Trade Commission (SETC) and * * State Environmental Protection Administration (SEPA). In November 1996, a project launch delegation composed of Canadian project implementation agencies visited China, marking the official launch of the China-Canada Clean Production Cooperation Project. Through the China-Canada Cleaner Production Cooperation Project, we hope to achieve: Establish necessary policies and regulations to promote and promote the implementation of cleaner production in China ; improve * * and the overall level of cleaner production implementation in the industrial sector ; improve from * * * Cleaner production awareness among employees, industrial departments and personnel at all levels of enterprises ; Gain experience by piloting cleaner production in the chemical and light industry and promote it in all industries. The implementation of the China-Canada Cleaner Production Project can promote the legal construction of cleaner production in China, establish channels for further friendly cooperation with Canadian industry, and contribute to the sustainable development of China's economy. The implementation of the project aims to enhance China's environmental management capabilities and promote environmentally sustainable development. Its specific goal is to: Promote China's implementation of cleaner production in selected representative industries (fertilizer, paper, brewing and chlor-alkali) ; strengthen * * economic and trade committee * * The administrative function of the State Environmental Protection Administration to promote cleaner production to promote cleaner production implementation plans in priority industries ; support * * Institutions, industries and enterprises implement cleaner production in priority industries ; promote china * * with other developed countries in the world * * , such as cooperation between corresponding institutions in the United States, Japan, Norway, Germany and the United Kingdom.
