Aspen Properties has been providing Nist’s database since 2004. It is located in the X:\Program Files\AspenTech\APrSystem 2006\PropertiesDatabase directory. Those 2 MDF files are them. However, the data in the database is encrypted. If you want to view it, it’s still best to use the Aspen Properties Database Manager; it’s very convenient.
