Should the bulk density of the insulating rock wool for oil tanks be specified in the tender document during the bidding process?

As the title says! I was just discussing this issue with my colleagues. Some said that the specifications regarding the bulk density of insulating rock wool are already outlined in the construction standards, so there’s no need to explain them further. But I feel that sometimes the required insulation temperature varies for oil tanks, and the desired bulk density also differs. What do you all think?
When bidding, our company specifies the bulk density of the insulation layer. This bulk density is similar to that of the steel sheet material. Although it may be specified in the design drawings, it’s better to mention it during bidding to avoid any impact on the contract.
