Calculation of slant openings in flat covers

We have a high-pressure device, with an oblique viewing port on its flat cover; the viewfinder is of the mounted type. How should this opening be calculated? How are the oblique holes and the grooves used for welding on the flat cover fabricated? If anyone has worked on this type of structure, please let me know. Thank you!
