Seeking information on the responsibilities of the work safety management team

When a new chemical plant is established, a safety production committee must be set up in accordance with the requirements when preparing the relevant documents. However, the owner also demanded that another group for safety production management be created within this committee. Personally, I think there is no need to establish such a group if there is already an HSE department, but the owner insisted on its creation. I was wondering if there are any relevant responsibilities that I could refer to?

The Office of the Environmental Protection and Safe Production Committee serves as the executive body of the company’s Environmental Protection and Safe Production Committee, responsible for handling the day-to-day affairs of this committee. Its main responsibilities include: 1. Organizing the plenary meetings of the company’s Environmental Protection and Safe Production Committee as well as other important events, and drafting and distributing documents such as reports, opinions, regulations, procedures, notices, and meeting minutes issued by the committee. 2. As required by the chairman or vice-chairman of the company’s Environmental and Safety Committee, organize, guide, coordinate, and supervise the company’s departments in carrying out work related to environmental protection and safe production management. 3. Responsible for monitoring and ensuring the implementation of various resolutions and decisions made by the company’s Environmental and Safety Committee, as well as for overseeing and checking whether all departments of the company comply with the company’s environmental protection and safety production policies and regulations. Complete tasks such as formulating, monitoring, and evaluating the company’s goals regarding environmental protection and safe production. 4. Responsible for supervising the statistics, analysis, and research of environmental protection and work safety practices in various company departments, reporting on these aspects, and proposing improvements and recommendations. 5. Organize the drafting of the company’s emergency response plans for environmental protection and work safety incidents, and review the emergency response plans for serious and major environmental protection and work safety incidents prepared by various functional departments. 6. Guide and supervise the environmental protection and work safety efforts of various functional departments within the company, and coordinate the handling of related accidents. 7. Prepare inspection plans for environmental protection and work safety, and organize and coordinate the implementation of education on these topics. 8. Participate in the review of environmental protection and safety production facilities and plans for the company’s new construction, renovation, and expansion projects, as well as in the final inspection and acceptance processes ； Coordinate the promotion of modern environmental protection and safe production management methods to improve the level of environmental protection and safe production management. 9. The Safety Production Committee is not an agency responsible for the implementation of safety management; therefore, a safety production management department must be established to carry out the resolutions and decisions made by the Safety Production Committee. The responsibilities of a company’s security department are as follows: 1. Thoroughly implement the company’s safety guidelines, policies, laws, and regulations, and strictly abide by the relevant provisions set forth by higher-level regulatory authorities. II. Establish and improve the company’s safety management network, and guide the safety supervisors in each factory to carry out effective safety management work. III. Responsible for formulating the safety production responsibility systems for various branch factories and functional departments. IV. Responsible for organizing the formulation of safety production management systems and safety operation procedures. V. Our company has an HSE department, so we feel there is no need to establish a safety management team; moreover, the boss has outlined several requirements for such a team, and those responsibilities are already covered by the HSE department.
