Zhejiang University’s polymer science program is good; Tianjin University’s polymer science program is also excellent. Nanjing University of Chemical Technology offers programs in polymer materials

Previously, the polymer science program at Chengdu University of Science and Technology was the best in the country; it has now been integrated into Sichuan University, where it remains one of its flagship programs. Zheng Qiang, the dean of the School of Materials and Chemical Engineering at Zhejiang University as well as the head of the polymer science department, graduated from Chengdu University of Science and Technology. He tried to apply for the position of dean of the polymer science school at Sichuan University, but was not accepted there; he later went to Zhejiang University, where he now serves as the dean of that school’s School of Materials and Chemical Engineering. Today, Zhejiang University’s polymer science program is even better than that at Sichuan University

There are two other institutes as well; the Changchun Institute of Applied Chemistry and the Chengdu Institute of Organic Chemistry also seem to be strong in the field of polymers, but I’m not sure about the specifics
