Cooling water temperature in winter

Cooling water enters the tower at point 19 and exits at point 15; the air temperature is 5 while the wet-bulb temperature is 3. Is it possible to lower the temperature of the cooling water further? ? ?
If there is a fan, turn it on or reduce the circulation rate
Why wasn’t this considered during the design phase? Now we have to rely on external devices
Theoretically, it is possible to lower the outlet temperature of the cooling tower even further, but what’s the need for that? ? ? There shouldn’t be such a term in engineering!
