Decision of the State Council on the **Science and Technology Awards for 2016, State Council Document No. [2017]2: To the people’s governments of all provinces, autonomous regions, and municipalities directly under the Central Government; to all ministries and commissions of the State Council and its directly affiliated institutions: In order to fully implement the spirit of the Party’s * policies as well as those of the 18th Party Congress and its third, fourth, fifth, and sixth plenary sessions, and to vigorously pursue the strategies of developing the country through science and education, strengthening the country through talent, and driving development through innovation, the State Council has decided to award prizes to scientific and technical personnel and organizations that have made outstanding contributions to the progress of science and technology, economic and social development, and the modernization of national defense in our country. In accordance with the provisions of the **Regulations on Science and Technology Awards**, after evaluation by the **Science and Technology Awards Evaluation Committee**, approval by the **Science and Technology Awards Committee** and review by the Ministry of Science and Technology, the State Council grants its approval and the award is signed by **the head of the relevant authority**; Academician Zhao Zhongxian and Researcher Tu Youyou are awarded the **Highest Science and Technology Award** ; Approved by the State Council, the “New Mode of Neutrino Oscillation Discovered in the Daya Bay Reactor Neutrino Experiment” was awarded the First Prize in the Natural Science Awards; 41 other achievements, including those related to “The Relationship between Asian Monsoon Changes and Global Climate,” were awarded the Second Prize in the Natural Science Awards. Three achievements, such as those related to “High-Temperature/Ultra-High Temperature Coating Materials and Technologies,” were awarded the First Prize in the Technical Invention Awards; 63 achievements, including the “Highly Efficient Cloning Technology for Quality Cattle and Sheep,” were awarded the Second Prize in the Technical Invention Awards. Two achievements, such as those related to “Key Technologies and Applications of the Fourth Generation Mobile Communication System (TD-LTE),” were awarded the Special Prize in the Science and Technology Progress Awards. Twenty achievements, including the “Chang’e-3 Mission,” were awarded the First Prize in the Science and Technology Progress Awards; 149 achievements, such as the “Breeding Techniques and Applications of the New Cotton Variety Zhongmian No. 49, which Offers High Resistance and Stable Yield,” were awarded the Second Prize in the Science and Technology Progress Awards. Professor Katharina Koser-Heynhaus and five other foreign experts were awarded the International Science and Technology Cooperation Award of the International Maize and Wheat Improvement Center of the People’s Republic of China. Scientists and technicians across the country should learn from Academician Zhao Zhongxian, Researcher Tu Youyou, and all the award recipients*, continue to uphold the scientific spirit of seeking truth and being pragmatic, as well as the fine tradition of being innovative and serving the people to bring benefits to them. They should fully implement the strategy of innovation-driven development, remain committed to the path of independent innovation with Chinese characteristics, and make new and greater contributions to accelerating the construction of an innovative country, to becoming a world-leading power in science and technology, and to achieving the goals set for the two centenary milestones as well as the Chinese Dream of the great rejuvenation of the Chinese nation. As expected, Tu Youyou made a significant contribution to humanity’s fight against diseases. That said, if one hadn’t won the Nobel Prize, they wouldn’t have received China’s highest science and technology award either.
They are the backbone of China, the stars, the hope. rather than artists like Zhao Benshan and others
These are all talented people; they’re far better than entertainment stars
