caesar How can the maximum stress be reduced so much after cold tightening?

When calculating with caesar, because the expansion is relatively large, I used cold tightening. However, after using it, I calculated that the secondary stress has not changed, but the maximum allowable stress has decreased by 30%. The previous stress level was 60% and became 90% after cold tightening. Please help.
