A brief discussion on the application of HSE management systems in petrochemical enterprises. The petrochemical industry is characterized by hazards such as working in outdoor environments, at heights, under high temperatures and pressures; complex and variable production processes; large-scale production facilities; continuous operation processes; as well as raw materials and products that are flammable, explosive, toxic, harmful, and corrosive. During production operations, even the slightest carelessness can lead to accidents that result in injuries and property damage. Various accident cases from home and abroad serve as valuable warnings regarding safety. After entering the 1990s, there was an increasing exchange between Chinese petrochemical enterprises and the international community, and international oil organizations paid more and more attention to health, safety, and environmental management (referred to as HSE management) in the processes of oil exploration, development, and production. At the standard launch conference held on April 4, 2001, Sinopec Group Corporation and its stock company made a commitment to the world that it would fully implement an HSE management system. This marks a new step forward in the safety management of petrochemical enterprises. 1 Overview of the Implementation of HSE Management by the Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau As China is set to join the WTO, international business competition is becoming increasingly fierce. In order to further improve corporate health, safety, and environmental management and align them with international oil market standards, as well as to reduce the likelihood of various accidents and enhance overall corporate efficiency, the Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau, in accordance with the unified plans and requirements of Sinopec Group, has been steadily implementing HSE management in its drilling operations since 2000, building on the pilot projects carried out in previous years. 1.1 Vigorously promote the standards for the HSE management system: The Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau organized the procurement and dissemination of the \"Health, Safety, and Environment Management System for the Oil and Gas Industry\" along with related training materials. It also promoted 14 other corporate standards, including the \"Health, Safety, and Environment Management Specifications for Oil Seismic Teams\", the \"Health, Safety, and Environment Management Guidelines for Oil and Gas Drilling\", the \"Health, Safety, and Environment (HSE) Management System of Sinopec Group\", the \"Health, Safety, and Environment (HSE) Management Specifications for Oilfield Enterprises\", the \"Health, Safety, and Environment (HSE) Management Specifications for Refining and Chemical Enterprises\", the \"Guidelines for Formulating HSE Implementation Procedures for Grassroots Teams in Oilfield Enterprises\", and others. 1.2 Preparation of HSE management system documents: On the basis of organizing relevant training sessions, the Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau began drafting the \"HSE Management System Training Lectures\" in 1999, the \"Health, Safety and Environment Management System Training Materials\" in 2000, and issued the \"Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau’s Health, Safety and Environment Management Standards for Drilling Operations\" in 2001. In accordance with the requirements of the group company and the exploration bureau, Drilling Company No. 1 began to implement HSE management on the basis of its successful adoption of ISO9000. It organized the preparation of management documents, drafted HSE operation plans for the drilling teams, established safety production responsibility systems, and defined the objectives and tasks for HSE management. 1.3 Organization and Implementation 1.3.1 Leadership Commitment, Policies and Objectives On April 5, 2001, the director of the Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau issued a letter appointing a management representative, thereby committing to HSE management. The company’s HSE policy is to “comply with the laws and regulations related to health, safety, and environmental protection in the countries and regions where it operates” ; Safety first, prevention foremost ; People-oriented, health protection ; Scientific management, sustainable development.” The HSE management objective is to continuously enhance employees’ HSE awareness through HSE awareness-raising, education, and training for them ; Identify potential accident hazards to the greatest extent possible, reduce the accident rate year by year, create a favorable working environment, ensure the health and safety of employees, and implement the principles of ‘four prohibitions, three no-exceedances, and one stability’ in safe production’ ; Prevent major environmental pollution incidents, minimize environmental pollution as much as possible, protect the ecological environment, and reduce factors that have an impact on the environment to the lowest level possible. At the beginning of the year, the Exploration Bureau issued Document No. 10 on Oil Safety, which specified the safety production assessment indicators for various units; it also issued Document No. 12 on Oil Safety, which outlined the management methods for safety goals, setting out specific requirements for the safety and environmental protection goals and tasks for the entire year. 1.3.2 Organizational Structure and Responsibilities: The Exploration Bureau has established an HSE Management Committee, whose office is located in the Safety Production Department. Yuan Zhengwen, the director of the bureau, serves as the chairperson, while Tang Jiagui, the assistant director in charge of work safety, acts as the vice-chairperson. The members consist of bureau leaders, deputy chief engineers, as well as heads of various departments such as those responsible for safety and environmental protection, office affairs, human resources, labor relations, education, planning, finance, and technology. The First and Second Drilling Companies of the Bureau have also established HSE management organizations, defining their respective HSE management responsibilities. At the same time, in accordance with the requirements of Sinopec Group, the post safety responsibility system for work safety was earnestly implemented; on June 10, 2001, the compiled document titled \"Post Safety Responsibilities of the Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau\" was distributed to various units for implementation. From directors and ** to workers in grassroots teams and stations, 501 job responsibilities have been established across 26 categories, integrating the safety production responsibility system into HSE management. 1.3.3 Risk assessment and hazard control Risk assessment and hazard control are important aspects of ensuring effective safety and environmental protection efforts. Only through risk assessment and the control of hazards can accidents be prevented at their source, thereby ensuring safety. For example, when Drilling Company 1 determines a new well location, it first conducts risk assessments of the subsurface geology, the surrounding environment, as well as the processes of transportation, installation, and drilling, in order to enable proactive management and have a clear understanding of the situation. Secondly, during drilling operations, safety inspections are carried out to identify potential hazards and problems, so that they can be addressed promptly. 1.3.4 Contractor and Supplier Management: The Exploration Bureau requires contractors to make HSE commitments and develop HSE operation plans before they can enter the bureau’s market to bid for projects. Suppliers are required to provide materials and equipment that meet **quality standards**, offering three guarantees: quality, quantity, and service. Otherwise, entry into the exploration bureau’s internal market is strictly prohibited. From May to July 2001, after one year of operation, inspections were conducted on two 1,000 m3 LPG spheres at Yangtianchong and two 2,000 m3 LPG spheres at Beihai operated by the Exploration Bureau. The external construction teams responsible for inspecting and cleaning these spheres were required to have in place HSE management systems before they could enter the site, which effectively ensured safety during the entire inspection process. 1.3.5 Equipment Design and Construction In 2000, with the strong support of Sinopec Group, the Yunnan-Guizhou-Guangxi Petroleum Exploration Bureau invested funds in three environmental protection projects: the treatment of petroleum refining \"three wastes\" at the Beihai Refinery, the treatment of oil extraction wastewater from the Baise Oil and Gas Development Company, and the treatment of brine generated from gas extraction at the Chishui Gas Field of the Guizhou Oil and Gas Development Company. The exploration bureau conducted thorough evaluations of the design plans, production facilities, and construction teams, and implemented strict HSE management. After acceptance, it met the design requirements, and after more than half a year of operation, it has been functioning perfectly and meets all the specifications. 1.3.6 Operation and Maintenance: The operation and maintenance management of the production facilities for the three environmental protection projects in Beihai, Baise, and Chishui, which were under treatment by our department in 2000, was designated as a key task for 2001. In accordance with Sinopec’s requirements, the exploration bureau has established comprehensive safety operation procedures, equipment maintenance systems, regular equipment inspection protocols, a system for assigning responsibility to equipment managers, and records of production operations – all of which help to ensure the safe and efficient operation of the production facilities. 1.3.7 Change and Emergency Management: In 2000, when managing three environmental protection projects in Beihai, Baise, and Chishui, emphasis was placed on strengthening the management of design changes, with strict adherence to HSE management standards, thereby ensuring construction quality and completing the project tasks on schedule. Emergency safety measures have been established for key production facilities, critical areas, oil and gas stations, storage tanks, etc., including fire safety emergency measures, safety measures to prevent hydrogen sulfide poisoning, emergency plans for dealing with electric shocks, emergency plans for the safe transportation of oil and gas, well control emergency plans, and emergency plans for leaks and firefighting in oil and gas storage tanks. 1.3.8 Inspection and Supervision Inspection and supervision are effective methods for implementing HSE management, as well as effective means of assessing the quality of an HSE management system. The Exploration Bureau conducts two comprehensive safety and environmental inspections across the entire organization each year. Secondary units are required to carry out inspections once per quarter, tertiary units once per month, work teams once per week, and individual positions once per day. On-duty employees are required to follow a patrol inspection system. At the bureau and department levels, regular professional safety inspections, seasonal inspections, and random checks are carried out, which effectively promotes the comprehensive implementation of various rules and regulations. 1.3.9 Accident Handling and Prevention: Accident handling and prevention measures are effective ways to prevent the recurrence of accidents, and they represent an important aspect of HSE management. On April 20, 2000, an accident resulting in death occurred at the exploration bureau due to a fall from a high height while installing a derrick. In accordance with the principle of \"not letting go of any case,\" the exploration bureau took severe actions against those responsible for the accident, including warnings, demerits, serious demerits, and fines. It also established 6 safety precautions in response to the death accident caused by a fall from a height on April 20. 1.3.10 Audit, Review, and Continuous Improvement: In the middle and late October 2001, the Exploration Bureau conducted an annual comprehensive inspection across the entire organization, with a particular focus on a thorough audit and review of HSE management. The aim was to identify issues through these inspections, make timely corrections, and gradually improve things in order to enhance the quality and effectiveness of HSE management. 2 Several issues existing in the implementation process: a) The basic work of HSE management is poor and requires further strengthening and improvement ; b) The HSE plan is incomplete and not standardized ; c) Some employees still think that implementing HSE management is too troublesome ; d) Some leaders of grassroots teams and stations are merely going through the motions. 3 Some suggestions: a) Increase efforts to promote HSE standards, and vigorously publicize the importance and necessity of implementing HSE ; b) Strengthen HSE training for all employees to continuously improve their safety skills and safety awareness ; c) Attention should be paid to the summarization and review of HSE efforts in order to facilitate improvement and enhancement ; d) Focus on strengthening HSE guidance for leaders and key personnel in grassroots teams and stations ; e) To implement HSE management, it is necessary to adapt approaches to local conditions, start with key areas as a model, lay a solid foundation, and then advance step by step for comprehensive implementation. With the continuous implementation of the HSE management system, safety awareness among all employees is gradually increasing. The foundational work related to safety is being strengthened year by year, resulting in a significant decline in the incidence of accidents. Severe and major accidents have been effectively prevented, bringing about notable economic and social benefits.
