Process for Obtaining Municipal Qualifications The process for obtaining the qualification for general contracting of municipal public works projects for the first time, or for upgrading such a qualification, is roughly the same, and it involves the following steps: 1. The company submits a feasibility study report for either establishing a new project or upgrading an existing one. The officials in charge will assess whether the feasibility study report is viable, taking into account the provincial guidelines for the development of construction companies, as well as the market capacity and distribution of construction firms in the region. 2. For those approved for processing, the handling staff will explain in detail the requirements regarding what needs to be filled in and what documents must be submitted. 3.
