Safety and safe production: Safety generally refers to a state free from danger and accidents. From the perspective of systems safety engineering, safety is a state in which people within a production system are protected from harm caused by unacceptable risks. In systems engineering, safety is considered a relative concept; there is no absolute safety in the world. Everything contains elements of insecurity and certain levels of risk, and when the risk is below a certain threshold, it can be considered safe. From the perspective of modern systems engineering, safe production refers to ensuring that the production process takes place under appropriate physical conditions and in an orderly manner, preventing production accidents such as injuries and property losses, eliminating or controlling hazardous factors, and safeguarding human safety and health, as well as protecting equipment and facilities from damage and the environment from destruction. Safety management in production refers to the process of addressing safety issues that arise during production. By utilizing effective resources and drawing on people’s wisdom, as well as through their efforts, decisions, plans, organizations, and controls are implemented to achieve harmony between humans, machinery, materials, and the environment during production, thereby achieving the goal of safe production. The goal of safety management in production is to reduce and control hazards, as well as accidents, and to minimize personal injuries, property losses, environmental pollution, and other damages resulting from accidents during the production process. Work safety management includes legal management of work safety, administrative management, supervision and inspection, process technology management, management of equipment and facilities, and management of working environments and conditions. The basic subjects of safety production management are the employees of an enterprise, covering all aspects such as personnel, equipment and facilities, materials, the environment, finance, and information within the enterprise. The contents of safety production management include: safety production management organizations and personnel, safety production responsibility systems, safety production management rules and regulations, safety production planning, safety training and education, and safety production records. Hazard, degree of hazard: From the perspective of systems safety engineering, a hazard refers to a condition in a system where the likelihood of adverse consequences occurring exceeds what people are willing to tolerate. As can be seen from the concept of danger, it represents people’s specific understanding of certain things; it is necessary to specify the particular objects involved, such as dangerous environments, hazardous conditions, dangerous states, dangerous substances, dangerous locations, dangerous individuals, and risk factors. The degree of danger is generally expressed in terms of risk level. In safety production management, hazard level is expressed in terms of the likelihood and severity of accidents occurring within a production system, that is: R = f (F, C), where R represents the hazard level; F denotes the likelihood of an accident occurring; and C represents the severity of such an accident. Hazard factors and harmful factors: Hazard factors refer to those elements in the production process that can cause injury or death to people, or sudden damage to objects; the emphasis is on their sudden and immediate effect. Harmful factors refer to those that can affect human health, lead to diseases, or cause chronic damage to objects (emphasizing the cumulative effect over a certain period of time). Sometimes, for convenience, no distinction is made between the two, and they are collectively referred to as dangerous and harmful factors. An accident, or a potential accident hazard, is an incident that occurs suddenly during human (individual or collective) activities aimed at achieving a certain goal, against the person’s will, and forces such activities to stop temporarily or permanently. A production safety accident, as defined in the \"Regulations on the Reporting, Investigation, and Handling of Production Safety Accidents\" (State Council Order No. 493), refers to an incident that occurs during production and business operations and results in casualties or direct economic losses. Potential accident hazards refer generally to unsafe human behaviors, unsafe conditions of equipment and materials, and management deficiencies within a production system that may lead to accidents. Potential hazards in work safety, in accordance with the Provisions on the Investigation and Rectification of Potential Hazards in Work Safety Accidents (**Order No. 16 of the State Administration for Work Safety), refer to those dangerous physical conditions, unsafe human behaviors, and management deficiencies that may lead to accidents in production and business operations, resulting from violations by production and business entities of relevant laws, regulations, rules, standards, procedures, and work safety management systems, or due to other factors. Risk: The combination of the likelihood of a specific hazardous situation occurring and its consequences. Uncertainty of risk: Uncertainty regarding the time of occurrence. Overall, some risks are inevitable, but when they will occur remains uncertain. For example, in the context of life risks, death is an inevitable outcome – it is a natural part of life – but it is impossible to determine exactly when a particular person will die while they are still healthy. Objectivity of risk: Risk is an objective existence that is independent of human will and exists outside of human consciousness. Because whether it is the movement of matter in nature or the laws of social development, they are all determined by internal factors of things, by objective laws that exist independent of people’s subjective consciousness. Risk is universal, objective, loss-oriented, uncertain, and social. Elements of risk (1) Risk factors: These are the potential causes of risk incidents, and they represent the internal or indirect reasons that lead to losses. Based on their nature, risk factors can be divided into three types: material risk factors, moral risk factors, and psychological risk factors: material risk factors, moral risk factors (intentional), and psychological risk factors (negligence, carelessness, unintentional). (2) Risk incident: A risk incident is the direct or external cause of loss; it is the medium through which loss occurs. In other words, loss can only arise as a result of the occurrence of a risk incident. Regarding a particular event, if it is the direct cause of loss, then it is a risk incident; under other circumstances, if it is an indirect cause of loss, it becomes a risk factor. Examples: 1. Hail causes slippery roads and leads to accidents, resulting in injuries or deaths; 2. Hail directly injures pedestrians. (3) Loss in risk management refers to an unintentional, unexpected, and unplanned decrease in economic value. Generally, we classify losses into two types: direct losses and indirect losses. The relationship among the elements that constitute risk: Risk is a unity composed of risk factors, risk events, and losses. The relationship among these three elements is as follows: Risk factors refer to the conditions that cause or increase the likelihood of a risk event occurring or that exacerbate the extent of losses; they represent the potential causes of risk events. Risk events are accidental incidents that result in losses of life and property, and they serve as the direct or external causes of such losses, acting as the medium through which losses occur. Losses, on the other hand, refer to unintended, unexpected, and unplanned reductions in economic value. From the perspective of safe production, hazard sources, potential hazards, and major hazard sources refer to the roots or conditions that may cause injury to people, illness, property damage, deterioration of the working environment, or other forms of loss. In this sense, a hazard source can be an accident, an environment, or a condition that gives rise to certain outcomes, or it can also be a person or thing that may lead to undesirable consequences. Danger points refer to locations where accidents are likely to occur, places where such accidents happen frequently, areas where equipment defects exist, and spots where human errors are likely to occur. The safety production responsibility system should include the responsibilities, rights, and obligations regarding safety production for leaders at all levels of the production and operation entity, various functional departments, management personnel, and those working in different production positions. The safety production responsibility system is an important component of the post responsibility system and economic responsibility system in production and operation units. It constitutes the core of all safety production regulations and rules in such units, and it is also the most fundamental safety management system in them. The main contents of the work safety responsibility system are, first, in the vertical aspect, namely the work safety responsibilities of all types of personnel from top to bottom. When establishing a responsibility system, the organization can first divide its members, from the top managers down to the individual workers, into appropriate hierarchical levels; thereafter, based on the actual operations of the organization, specific responsibilities that each level of personnel must assume in terms of safe production can be defined. Secondly, at the horizontal level, there are the safety production responsibilities of various functional departments (including the Party, government, trade unions, and youth organizations). When establishing a responsibility system, it is possible to define the responsibilities that each functional department within the organization (such as those in charge of safety, equipment, planning, technology, production, infrastructure, human resources, finance, design, archives, training, party affairs, publicity, trade unions, and youth leagues) should assume in ensuring safe production. Safety production management system: A safety production management system refers to the collective term for various safety measures that are established in accordance with relevant labor protection laws, regulations, and other provisions, taking into account the actual conditions of the enterprise. Such measures are designed to enhance labor protection in the enterprise’s production processes, improve working conditions, protect the safety and health of workers during production, and promote the development of the enterprise. The safety production management system mainly includes: the safety production meeting system; the systems for investment in safety production funds as well as for the allocation, management, and utilization of safety production expenses; the safety production education and training system; the safety production inspection system and the system for reporting on safety production conditions; the “three simultaneities” management system; the safety production assessment and reward/punishment system; the standardized operation system for job positions; the approval system for hazardous operations; the system for identifying and addressing potential hazards in production accidents; the systems for detecting and monitoring major hazard sources; the systems for the provision, management, and use of personal protective equipment; the systems for the management, maintenance, and repair of safety facilities and equipment; the management system for special operation personnel; the systems for reporting, investigating, and handling production accidents; the systems for managing emergency plans and conducting drills; and other management systems aimed at ensuring safety production. Investments in safety and production safety: These refer to the funds allocated to ensure the effective implementation of systems and measures related to safe production, representing the total amount of human, material, and financial resources invested in safety-related activities. Investments in personnel, technology, facilities, etc., safety education and training, costs related to labor protection and health care, accident rescue and prevention, and expenses for treating those injured or killed in accidents are all considered as safety investments. “The “three violations” refer to the abbreviation for “illegal command, illegal operation, and violation of labor discipline”. Illegal command mainly refers to the act of producers and operators in production and business entities giving instructions for production in violation of safety production guidelines, policies, laws, regulations, procedures, systems, and relevant provisions. Illegal instructions specifically include: failing to comply with safety production regulations, systems, and safety technical measures, or arbitrarily altering safety processes and operating procedures; assigning tasks to untrained personnel, or using workers who have not received safety training or lack the necessary certifications; ordering workers to carry out work under conditions where safety protection facilities or equipment are defective and existing hazards have not been resolved; and failing to stop illegal activities when they are observed. Illegal operations mainly refer to those actions carried out by on-site workers that violate the safety rules and regulations applicable to their work positions, such as the safety production responsibility system, safety operation procedures, worker safety guidelines, electrical safety protocols, shift handover procedures, as well as various safety-related notices and decisions. Illegal operations specifically include: failing to comply with the safety regulations at the construction site, entering the site without wearing a safety helmet, not using a safety belt when working at heights, and improper use of personal protective equipment; unauthorized use of machinery and electrical equipment, or altering or misusing facilities and equipment; climbing scaffolds and other high-altitude structures without permission. Violating labor discipline mainly refers to workers breaking the labor rules and order of the production and operation unit, that is, violating the rules that must be observed collectively in order to establish and maintain production and operation order, ensure the fulfillment of labor contracts, and in other processes closely related to labor and work. Violations of labor discipline specifically include: failure to fulfill the obligations stipulated in the labor contract and the consequences arising from such breaches, non-compliance with attendance and leave regulations, production and work rules, reward and punishment systems, as well as other disciplines. The five elements of safe production include safety culture, safety regulations, safety responsibilities, safety technology, and investment in safety. Safety production inspections refer to the process of identifying potential hazards, harmful and dangerous factors, as well as defects in the production process and safety management. This is done in order to determine the presence of such hazards, factors, and defects, as well as the conditions under which they could lead to accidents. Such inspections enable the formulation of corrective measures to eliminate these hazards and harmful factors. Safety production inspections are an important part of safety management; they serve as a vital means to eliminate potential hazards, prevent accidents, and improve working conditions. Through safety production inspections, potential hazards in the production process of enterprises can be identified, enabling planned implementation of corrective measures to ensure production safety. Methods of safety production inspections: safety law enforcement inspections, regular comprehensive safety inspections by enterprises, specialized comprehensive safety inspections, seasonal comprehensive safety inspections, inspection-based comprehensive safety inspections, pre-shift and post-shift safety inspections, routine safety inspections, safety inspections conducted by employee representatives, on-site safety inspections, and safety inspections to ensure compliance at construction sites. Inspection records include team safety inspection records, dedicated safety officer inspection records, and project safety duty records. Three-level safety education refers to the factory-level safety training, workshop-level safety training, and post (section, team) safety training for newly recruited employees and workers; it constitutes the basic framework of the safety education system in industrial enterprises. The three-level safety education system is the basic safety education system for enterprises. Tier 3 safety training includes onboarding training, workshop training, and team training. Enterprises must provide new workers with induction training on safe production at the company level, in the workshop, and within their teams. For workers who are assigned to new types of work or are using new technologies, processes, equipment, or materials, they must receive safety and health training related to their new roles and operating methods. Only after passing the relevant examinations can such workers start working.
