A weird intersection – should I go or not?

On my way home from work, I was stuck at this intersection – not sure whether to go through or not Finally, as a precaution, I waited until both lights turned green before moving off; it took about 10 minutes, and the two indicator lights stayed on for different lengths of time.
For the sake of one’s own wallet, it’s necessary.
This should be reported to traffic radio stations or something similar
The traffic light is broken; it’s not working properly.
Generally, it is correct to follow the indications of the two lights that are normally used at the higher level; only when these two lights fail do the temporary lights below come into use.
This can be considered a serious issue; one should file a complaint with the traffic management authorities...
The main concern is that the one on top can take photos; the one in the middle definitely can’t.
It’s better to be cautious in this situation. Normally, temporary indicator lights are placed on the ground only when there is a problem with the indicator lights above; but when both the upper and lower lights are on, it’s indeed difficult to know which one to look at. The moderator’s approach makes sense.
