Moving, deleting, etc., are all normal forms of management. It’s been 10 days and it hasn’t moved at all, but that doesn’t mean it can’t be moved. There’s no need for that post to remain in the technical forum; the moderators have the right to move it to the appropriate forum. (It wasn’t deleted outright because moderators had already removed the external links.) The original poster can also promote their offerings through posting bids or by joining corporate shopping malls, among other methods.

As a moderator, my approach is that whenever I come across any posts that violate the rules, I will go through all the topics and reply posts posted by that user, modify or delete those that are problematic, and also use comments in more recent posts to remind the original poster to be careful.
