In April 2008, the **NDRC approved the project of Inner Mongolia Hulunbuir Jinxin Chemical Co., Ltd. to produce 500,000 tons of synthetic ammonia and 800,000 tons of urea per year. Shell’s gasification technology has been applied once again. Hulunbuir Jinxin Chemical Co., Ltd. is a key foreign-invested enterprise established by Jinxin Group on April 15, 2005, to engage in the production of urea and coal. The total investment in the company amounts to 29.99 million US dollars, with a registered capital of 15 million US dollars. The Jinxin Coal Chemical Project is located in Bayan Kuren Town, Chenqi District. It makes full use of the abundant coal resources at the Dongming Open-Pit Mine owned by Hulunbuir Dongming Mining Co., Ltd., and uses lignite as raw material, employing advanced Shell gasification technology. The first phase of construction will enable an annual production of 500,000 tons of synthetic ammonia and 800,000 tons of urea, with a total investment of 3.3 billion yuan; the infrastructure construction period will be 3 to 4 years. Once the project is put into operation, Phase 2 and Phase 3 will be launched sequentially, with the ultimate goal of achieving an annual production capacity of 2 million tons of synthetic ammonia and 3.2 million tons of urea.
