What is the function of two check valves installed next to each other on a water pipe?

Last time I saw it in a company: Two check valves are installed next to each other on the water pipe. I don’t know what their function is. Please give me some advice!
The shape of the filter is similar to that of a check valve, and one of them should be a pipeline filter. There's little point in installing two check valves :lol
I can still tell the difference between the check valve and the filter.

Installing two is to prevent internal leakage in one, while the other is still useful, nothing more!
