Sense of responsibility

There are always some people who are unwilling to take on the responsibilities they ought to, and tend to make things complicated when problems arise. There is also a failure to carry out assigned tasks, causing trouble for others.
Normal – where there are people, there are underworlds. As long as it’s not due to gross negligence or when it’s clear whose responsibility it is, then generally they turn a blind eye.
It grows unchecked, unless there is murder and arson. That’s the situation.
If there are no restrictions on breaking rules, how can one have a sense of responsibility?
Everyone is talking about responsibility, but if there is responsibility, where is the duty? So it’s quite normal for this to happen
