Gathering in Jinan to provide one-stop solutions for petrochemical tank farm issues – The “National Technical Exchange Conference on Measurement Control and Safety Management of Petrochemical Storage and Transportation Tank Farms” will be held in Jinan, Shandong Province, from March 27 to March 30, 2019. In recent years, hazardous chemical accidents have occurred frequently. With the deadline for upgrading safety instrument systems in 2019 approaching, various standards related to the management of hazardous chemicals have also been introduced one after another. Petrochemical storage and transportation tank farms have always been areas prone to safety accidents; therefore, safety issues in these tank farms have become a looming threat for managers of petroleum and chemical enterprises across the country. Background of the conference: Since June 2018, led by organizations such as the Instrumentation and Equipment Professional Committee of the Chinese Association of Automation and Beijing Peiying Chemical Technology Co., Ltd., in collaboration with entities like the China Safety Production Association, the Yunnan Provincial Emergency Management Department, the Ningxia Autonomous Region Emergency Management Department, the Binzhou City Work Safety Supervision Bureau, the Dezhou City Work Safety Supervision Bureau, the Nantong City Work Safety Supervision Bureau, the Yichang City Work Safety Supervision Bureau, the Huizhou Daya Bay Work Safety Supervision Bureau, and Wanhua Chemical Group, efforts have been made to address safety issues related to hazardous chemicals. Over a dozen exchange events focusing on safety technologies and management in chemical production have been held, covering topics such as automated measurement, SIS safety instrument systems, automatic control, HAZOP analysis, SIL classification and verification, and fire protection design. More than 1,000 oil, petrochemical, and chemical enterprises from various regions across the country, along with over 6,000 experts, leaders, enterprise managers, relevant supervisors, and technical personnel, have participated in these events. Through communication, many issues related to the process hazards in chemical enterprises, the storage and transportation of hazardous chemicals, and production management were identified. However, since very specific solutions and corresponding product support are required, the problems raised by users also need to be addressed promptly. To continue fulfilling the mission of serving the petroleum and chemical industry, and in response to the call to \"establish a strong presence in this industry, enhance technical service capabilities, and bridge the gap between research, production, education, and application,\" organizations such as the Instrumentation and Equipment Committee of the Chinese Association of Automation, the Training Center of the China Petroleum and Chemical Industry Federation, Beijing Peiying Chemical Technology Co., Ltd., the China Academy of Safety Science, and the Haichuan Chemical Forum jointly launched a series of activities in 2019 aimed at addressing the complex challenges faced by petroleum and chemical enterprises. They established the \"Organizing Committee for Large-Scale Events in the Petroleum and Chemical Industry,\" the \"Expert Group on Storage and Transportation Technologies in the Petroleum and Chemical Industry,\" and the \"Expert Group for Safety Services in the Petroleum and Chemical Industry.\" Additionally, efforts were made to set up public service institutions such as the \"Expert Group on Equipment Management and Monitoring Technologies for Petroleum and Chemical Enterprises\" in order to delve deeper into the issues encountered in various stages of petrochemical production. The theme of the conference is to address the hazards in storage and transportation tank areas, enhance safety management, and drive intelligent upgrades. After consideration, the organizing committee plans to start with those tank areas that have the most problems, the greatest risks, and the most complex scenarios, and carry out a series of discussion and exchange activities as well as supply-demand matching sessions. Services will be provided through on-site meetings, the development of guidance documents, and other means. The conference is scheduled to take place from March 27th to March 30th in Jinan, Shandong. The theme of this conference is “Addressing Hazards in Tank Areas, Enhancing Safety Management, and Driving Intelligent Upgrades.” Petrochemical companies, engineering firms, and product manufacturers from across the country will come to the conference with their problems, suggestions, and solutions. Through product demonstrations, expert guidance, detailed discussions, and specialized training, they aim to resolve the various issues existing in storage and transportation tank areas, thereby helping users overcome their difficulties. After careful consideration and selection, the organizing committee has decided to address the issues from seven different aspects. Automation in storage and transportation comes first; by focusing on the precise measurement and control of storage tanks, it is possible to resolve various problems related to measurement. To this end, the organizing committee has actively engaged in discussions with international automation leaders such as E+H, Enraf, Emerson, Siemens, as well as leading domestic companies, in hopes of finding solutions to the problems of precise measurement from these perspectives. Secondly, with the introduction of GB18218-2018, the identification of major hazard sources related to hazardous chemicals has also become a mandatory requirement for regulating the management of tank farms as critical hazard sources. When it comes to identification and labeling, safety awareness is often of paramount importance. During the conference, experts from the China Academy of Safety Science and the Ministry of Emergency Management will once again emphasize that \"safety lies in the details, and accidents stem from negligence\" from a policy perspective. Thirdly, Safety Instrumented Systems (SIS) will undergo numerous upgrades and modifications in 2019. As a critical element for ensuring the safety of production, storage, and transportation, this topic will be among the most discussed at the conference. Well-known SIS technology service providers such as Zhongkong, Youwen, Honeywell, and Xima are scheduled to attend the event to help tank farm users address challenges related to the design, selection, and application of SIS and GDS systems ； Fourthly, the issue of explosion prevention is also one that needs to be addressed urgently in storage and transportation tank areas. According to relevant European statistics, in industrial explosion accidents, apart from those caused by electrical equipment, non-electrical ignition sources such as lightning, static electricity, mechanical friction, reaction heat, and gas compression all represent major potential hazards. At this conference, experts will discuss this issue in depth, and excellent solutions will also be presented. Fifthly, the fire safety design for petrochemical industries was also an important topic at this conference. With the introduction of the \"Fire Protection Design Code for Petrochemical Enterprises\" GB50160 (with partial revisions in 2018), various design institutes, engineering companies, as well as petrochemical enterprises have attached great importance to this issue; many owners have also urgently adjusted their equipment in response to the changes brought about by these new regulations. During the conference, the organizers will work together with Sinopec Luoyang (Guangzhou) Engineering Company and Sinopec Engineering Construction Company to clearly explain the new regulations to design institutes and project owners across the country involved in storage and transportation projects. Sixthly, the safety of the tank body was also one of the main topics discussed at this conference. Experts from the China Special Equipment Inspection and Testing Center, the Sinopec Safety Institute, as well as domestic companies that provide equipment integration and services for tank bodies, will attend the conference to offer cutting-edge solutions to address the issue of tank corrosion. Finally, the control of VOCs in tank areas is bound to become a topic of concern for those responsible for the management of hazardous chemicals. The currently being formulated \"Standards for Controlling Unorganized Emissions of Volatile Organic Compounds\" also state that VOCs from storage and transportation systems account for the largest proportion of emissions from all sources. Therefore, there is still a long way to go in reducing VOC emissions in the tank farm area. The organizing committee will address the relevant challenges by combining excellent solutions, covering everything from design and process selection to project construction and operational issues. Focusing on problem-solving is merely the beginning of providing effective services for petrochemical tank farms. By addressing the aforementioned issues, a one-stop comprehensive problem-solving platform for tank farms can be created, which in turn will further promote the safety-related technological upgrades in China’s enterprises that handle hazardous chemicals classified as “two key types and one major type,” and drive the digital transformation aimed at upgrading the intelligence of such hazardous chemical tank farms.
