Is the fluidization tank of the limestone powder silo installed on the inner wall or outer wall of the silo?

There was powder leakage from the fluidization tank in the powder bin. When maintenance was carried out, the manufacturer arrived and said that we had installed it incorrectly; the fluidization tank was designed to be installed on the inner wall. I then consulted the design institute, and they also said it should be on the outer wall. So, should it be on the outer wall or the inner wall?
