I think the quality of internal inspections in companies is not necessarily worse than that of third-party inspection agencies; the managers and operators within a company are more familiar with the equipment and processes than outsiders. Knowing what the problem is, you ask them to come and conduct an inspection; regardless of the quality of that inspection, if something goes wrong it’s still the using unit that has to take responsibility – generally, they’re not involved in such matters.
