It can be downloaded for free from Siemens’ official Chinese website; there are also many other Siemens materials available :)
It’s also available on Emule, with a good speed
There are also ones worth hundreds of millions; they’re really good. I go there often.

1. Install Windows 2000 SP4/xp Professional+SP1/SP2 (except xp home).
2. Install IE6 at \IE6b2800\ie6setup.exe.
3. Set the default language in Windows 2000 to “English (United States)”: Control Panel -> Regional Options -> Set Default Values, and select “English (United States)”.
4. Install Step7 v5.3 at \STEP7_PROFESSIONAL_2004\Setup.exe. Note: The path of the source files must not contain Chinese characters; otherwise, Setup.exe will not be able to run. Options available: Step7 v5.3, S7-SCL v5.3, S7-GRAPH v5.3 (Graph 7), S7-PLCSIM v5.3 (PLC simulation), Automation License Manager v1.1. Select the language as English. Tip: Choose “Transfer License Keys” – Yes, transfer should take place during installation; No, transfer license keys later. Select “No, Transfer license keys later”.
5. Reset the default language in Windows 2000 to “Chinese (China)”.
6. Install the licenses for Step7 v5.3 and Graph v5.3: Copy the “\Step7 v5.3+graph5.3 licenses” directory to the hard drive. Run STEP7V53key.exe to install the license for Step7 v5.3 (license key: A1710453). Run s7graph53.exe to install the license for Graph v5.3 (license key: A1S7GR53). Note: I did not install Step7 v52 first. Some people set “Current User Settings/Your Regional Settings” to English in WIN2000, but this is ineffective; it is necessary to set “System Language Settings/Set Default Values” to English for it to work
