Vacuum system condenser

The condenser in the vacuum system tends to get clogged. In the original design, non-condensable gases flowed through the shell side while circulating water flowed through the tube side; as a result, the heat exchanger on the shell side was constantly blocked, and it was not possible to carry out repairs. The only option was to cut open the shell in order to clean it, and now the shell is in poor condition. What are some solutions? Please give me some advice!
Cooling water flow temperature, flow rate, and volume flow rate.
