PG and bleed should be accessible from the grade. What does “bleed” mean in this context?

I ask hesitantly: Is PG a pressure gauge?
What does GRADE mean here?
grade means the elevation of 0.0m
This is mainly to allow for the safe replacement of the pressure gauge: first, the upstream shut-off valve is closed, and by opening the drain valve, the remaining material in the pressure sensing tube can be discharged, thereby enabling the pressure gauge to be replaced safely.......
As a supplementary note, pressure gauges or discharge valves are generally designed to be as close to the ground (or platform) as possible for ease of operation.
