InkWeather: Leveraging technology to enhance meteorological services and contributing to the development of the “Social Meteorological Observation League”. On December 21, 2019, the Social Meteorological Observation League was established in Beijing. Relevant leaders from the Comprehensive Observation Department of the China Meteorological Administration, the Information Center of the China Meteorological Administration, the Detection Center of the China Meteorological Administration, and the Public Meteorological Service Center of the China Meteorological Administration attended the inauguration ceremony of the league. “The “Alliance” was initiated by its founding member organizations, with Moji Weather being one of those founding members. At the meeting, Moji Weather shared the achievements it had made in the field of social monitoring in 2019. Other companies that also attended the event included Huafeng Group, China Weather Network, China Weather Tong, Sina Weather Tong, and Caiyun Weather. Our country is one of those most affected by natural disasters in the world; meteorological disasters account for over 70% of all such disasters. Given the low density of observation stations, social-based meteorological monitoring can provide more data and resources from the front lines, covering areas that are not reached by conventional weather stations. Therefore, it serves as an important complement to traditional weather observation methods. The establishment of the \"Social Meteorological Observation Alliance\" is aimed at advancing the development of social meteorological observation capabilities, effectively guiding and regulating the participation of volunteers in meteorological observation activities, encouraging individuals, social organizations, and enterprises to carry out such observations through various forms such as voluntary weather stations, promoting the sharing, complementarity, and integrated use of big data from multiple sources of meteorological observations, and further enhancing the capacity for meteorological disaster prevention and mitigation in order to protect people’s lives and property. As one of the initial member organizations of the alliance, Moji Weather has a natural advantage in socialized observation. In addition to obtaining meteorological data through cooperation with domestic and international professional meteorological agencies, the massive amount of user-generated data collected by InkWeather also constitutes a key resource and advantage, attracting significant attention from relevant organizations. It is stated that the social observations provided by Moji Weather fall into three main categories: data from mobile phone barometers, real-time weather feedback from users, and photos of weather conditions taken by users. A user base of 650 million people enables the collection of tens of millions of pieces of social observation data on a daily basis. Among them, the Shijing Community, which was launched in 2012, sees about 300,000 photos uploaded each day. To date, it has accumulated nearly one billion images. Deep learning* technology is used to identify information on meteorological disasters in these images, thereby complementing traditional meteorological observation data effectively. Currently, 700,000 meteorological informants are active in rural areas across China, collecting various frontline information on meteorological disasters to assist in disaster prevention and mitigation. However, this is far from sufficient to raise public awareness of disaster prevention and mitigation and to improve the ability to defend against such disasters. To this end, on May 12, 2019, Moji Weather officially launched the \"Ten Million Sky Watchers\" program, allocating 10 million yuan to encourage users to take pictures of disaster situations and upload them to the Moji Weather Community, so that everyone can become a frontline observer of meteorological disasters and contribute to **improved social monitoring of such disasters. By joining the \"Social Meteorological Observation Alliance,\" Moji Weather will leverage its own advantages and experience in social-based observations to work together with the alliance’s members to explore a new framework for the development of social meteorological observation based on **guidance, social and market leadership, and public participation.\" It will also strive to unlock new industrial values from meteorological data, thereby creating a favorable environment for the growth of social meteorological observation.
