I think it should be the same as the considerations for regular pipeline diameter changes! It is chosen based on the medium flowing through the pipeline, as well as the route of the pipe. Pipelines are sensitive to liquid accumulation or the presence of particles, so a bottom flat design is used; for gas pipelines, a top flat design is generally employed.
