With the gradual expansion of the Belt and Road Initiative, there is increasing interaction between China and Russia as well as the five Central Asian countries, and many companies are now focusing their business on the Central Asian market. However, medium-sized freight trains as well as domestic railways are not capable of transporting hazardous materials. How to transport hazardous goods to countries such as Russia, Uzbekistan, Tajikistan, and Kyrgyzstan has become a major challenge for many exporters of such goods. To this end, our company specializes in organizing and planning shipments so that they can be dispatched successfully via transit through Russia, as Russian railways allow the transport of hazardous materials by rail. It is handled through sea-rail combined transport, including transshipment and transportation. Now I’ll share my experience with everyone. Now let me explain the specific process: The shipment starts from Shanghai port and goes to the Russian Far East ports of Vostochny or Vladivostok, and then it is transported by rail to the railway yards in the inland cities. Provide document 1: An MSDS in Russian is absolutely required; please note that it must be in Russian, as it is said that many Russians do not understand English – they only understand Russian! 2. It is best to have the dangerous goods certificate translated into Russian, as when the goods arrive in Russia, they are often subject to inspection by local port, maritime, or customs authorities; in such cases, Russian-language customs documentation and the dangerous goods certificate are required! 3. The accurate contact information and address of the consignee are necessary, as both the shipping company and the railway company handling the second leg of the shipment will get in touch with the consignee before the goods arrive at the Far East port to confirm whether there is someone to receive the cargo and whether the address and contact details are correct; only after everything is verified correctly will transportation be arranged. 4. Some specific product names require a registration certificate from Russia; it is necessary to confirm this at the time of booking. 5. Photos of the goods’ packaging. Based on these documents, it can be determined whether transit transportation can be arranged. Procedure: After confirming that transportation is possible, arrange for booking → provide an accurate commission letter → obtain a booking reference number → pack the goods (following American-style packing standards for reinforcement) → submit a hazard declaration and go through customs clearance → load the goods onto a ship for sea transport → arrive at VVO and wait for the shipper to issue a release order (note that without this release order, transit via rail cannot be arranged; once the release order is issued, ownership of the goods is transferred) → after the release order is issued, VVO/VYP handles the transit process → customs clears the goods → wait for a truck → transport by rail to the destination. Regarding the reinforcement of hazardous goods: American-style reinforcement is required; attached are illustrated guidelines in English regarding the reinforcement of such goods. Try to follow these requirements as closely as possible. Here are the key points: 1. The interior of the container should be covered with wooden planks to prevent the goods from coming into direct contact with the container walls. 2. The goods must have labeling, and this labeling should face the container door, afines to facilitate inspections and reduce the costs associated with unloading the goods. 3. The goods must be secured using pallets and wrapped in plastic; the weight of each individual item should not exceed 1.5 tons. 4. The goods should be distributed evenly within the container to avoid uneven loading. 5. After loading, wooden planks should be placed at the door opening to expose the hazard symbols; the door should also be fitted with wooden bars, and tied down from the outside using packing straps. 6. Various photos should be taken: 1) an empty container; 2) after placing the wooden planks; 3) when the container is half-filled; 4) fully loaded with the container number indicated; 5) after securing the wooden planks and installing the bars and straps; 6) with the door partially closed and the container number shown; 7) with the door completely closed; 8) with a seal applied, with the location of the seal indicated in the lower right corner of the door. Precautions: 1. The information provided for customs clearance must be accurate. 2. Pay close attention to reinforcement measures as well as photo documentation. 3. Be mindful of the issue of seals. 4. The signing process must be done via electronic release. 5. Once electronic release is granted, ownership of the goods transfers; be sure to collect the payment accordingly. 6. The goods should be picked up as soon as possible upon arrival at the destination station; a 10-day storage period applies. 7. In Kazakhstan, goods need to be transported in pairs, while in Uzbekistan they can be transported individually. In Russia’s interior regions, they can also be transported individually.
