A beginner in safety assessment. As soon as I started working, my supervisor assigned me such a project: a safety assessment and site selection evaluation for the establishment of a hazardous waste and medical waste disposal center. No one else has come into contact with such a project company. Although I graduated in environmental engineering, I have no experience in safety assessment. I would like to ask those with more experience: what should be taken into consideration when evaluating a project like this? Moreover, the classifications in the **List of Hazardous Wastes** are quite general, such as “distillation and reaction residues from the production of chemical drug active ingredients,” “sludge resulting from wastewater treatment in pesticide production,” and “sludge and residues generated from oil extraction and refining.” The composition is complex. When conducting the site selection evaluation, I originally intended to follow the principles for selecting sites for centralized hazardous waste storage facilities outlined in Standard 6.1 of the \"Standards for Pollution Control of Hazardous Waste Storage\" (GB18597 - 2001). But then I thought about it – this is a standard related to environmental protection (there’s nothing I can do; I graduated in environmental engineering and worked in environmental assessment for a few years). Can’t it be used? Similar to ordinary industrial enterprises, standards such as the \"Health Protection Distances for Petrochemical Enterprises\" and the \"Code for Fire Protection Design of Buildings\" are adopted. Is a safety assessment required for the establishment of a hazardous waste and medical waste disposal center? Haven’t heard of it. Projects subject to review in accordance with the \"Implementation Measures for Safety Permits for Hazardous Chemicals Construction Projects\" (Order No. 8 of the State Administration of Work Safety) are those that involve \"the construction of new, renovated, or expanded facilities for the production and storage of hazardous chemicals within the People’s Republic of China, as well as chemical production facilities that generate hazardous chemicals.\" Hazardous waste and medical waste are under the supervision and management of environmental protection departments; when conducting safety assessments, only preliminary safety evaluations can be carried out, rather than full safety assessments. Personal opinion, for reference only!
Isn’t establishing an evaluation a form of preliminary evaluation? But medical waste isn’t considered a hazardous chemical, which is really confusing for me. It says these two reports are needed by early December~! :(
Find an environmental impact assessment for a similar project. But the risk assessment section in it is also written quite simply. The environmental impact assessment for my project states that work can only begin after the results of the safety assessment are available. No similar safety assessments have been found yet
I have done risk assessments for environmental impact evaluations; it’s similar to what’s involved in safety assessments. However, it must be strictly distinguished from safety assessment. The risk assessment in environmental impact assessment focuses on the impact of hazardous factors on the \"external environment\", while safety assessment focuses on the impact of such factors on the \"internal environment (mainly humans)\". The methods used can be the same or similar. The original poster works in environmental assessment, so environmental assessment-related hazardous waste should not be confused with hazardous chemicals. This safety assessment should be a preliminary safety evaluation rather than an establishment assessment; the guidelines that apply are AQ8001 and AQ8001, rather than Document No. 255 issued by the Safety Supervision Bureau.
Even for safety assessments, only preliminary safety assessments can be carried out; formal safety evaluations are not possible
