All manufacturing enterprises are also implementing the dual prevention mechanism; employees in these enterprises participate actively in training programs and engage in thorough work related to risk classification and control as well as hazard identification and rectification. In order to study and research the \"dual prevention mechanism\" and to gain a deeper understanding of the system safety assessment framework, local authorities, enterprises, and even schools are actively participating in this effort, identifying problems, pinpointing their causes, and working to improve them. Risk management for production safety is very weak in Chinese enterprises, as no effective risk management mechanisms have been established. The five typical issues are as follows: 1. Incomplete risk identification, with appropriate analysis methods not being applied to different analysis subjects (equipment, processes, operations, etc.) ; 2. The principles for identifying potential hazards can be simply described as follows: at the team and position level, inspections are carried out on risks of levels 1 to 4; at the company’s specialized level, inspections are conducted on risks of levels 2 to 4; and at the company level, inspections are carried out on risks of levels 3 to 4.
